This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As the Deputy Director for the Division of Transplantation (DoT), you serve as an alter-ego and senior advisor to DoT's Division Director. You will provide leadership and collaboration for cross-cutting Division and Bureau initiatives that are rapidly evolving and highly visible.

Your major duties and responsibilities include:
  • Providing authoritative and expert advice to the Division Director on a broad range of public health program and management initiatives related to health care program operations for the purpose of improving business services, practices, and systems.
  • Providing support and consultation to the Division Director and management team to ensure that Division practices are effectively and efficiently producing desired public health program outcome with the Division, across the organization, and in coordination with external stakeholders.
  • Analyzing and evaluating current and potential crosscutting issues resulting from existing or proposed public health policies, program and management initiatives.
  • Overseeing the formulation of the DoT budget to align with its goals and objectives and carry out Government Performance Results Act (GPRA) and other budget performance integration-related activities.
  • Monitoring progress toward organizational goals, including monitoring the work status through formal and informal means to evaluate progress toward objectives, and consulting on problem areas related to implementation and goal achievement.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions;
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
  • In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

    MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

    Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis:
    • Overseeing the development and establishment of short- and long-range program goals and objectives to facilitate strategic planning as it relates to public health programs and initiatives.
    AND
    • Managing organizational public health programs and initiatives, to include monitoring, analyzing, and evaluating policy changes to ensure compliance and report findings to senior officials.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    PLANNING AND EVALUATING - Organizes work, sets priorities, and determines resource requirements; determines short-or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

    STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.

    FEDERAL BUDGET PROCESS - Understands and complies with the Federal Budget process, including budget formulation, presentation and execution.
