Duties

As a Senior Management Analyst you will provide overall management of HR projects including but not limited cost benefit analysis of HR operations and policy functions, business process improvement initiatives in support of HR functions, and benchmarking other federal agencies' HR functions. Maintains continual awareness and oversight of the current project and tasks, in particular, to guarantee the necessary responsiveness to highly critical requirements and to ensure that stakeholders are informed of any potential impacts in a timely manner. You will use best practices to defend results of analyses and project decisions; develops creative and innovative solutions to overcome obstacles. Coordinates project activities and plans with appropriate stakeholders while ensuring that all appropriate NRC staff, managers, contract personnel, and external customers are included and informed. Provides leadership in developing, implementing, evaluating, and improving HR functions processes and procedures. Serves as Contracting Officers Representative for the HR Services Contract. Develops statements of work, support, analysis and management for procurement, including requirements and feasibility studies, alternative and cost/benefit studies, development of specifications, evaluation criteria and acceptance.

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the NRC will take no action to implement or enforce the COVID19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. The NRC will request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated ability to apply sound program management principles, methods, and practices to effectively plan, manage, coordinate, budget, and deliver a variety of administrative support services, programs, and activities for an agency or department.

2. Extensive knowledge of Federal human resources laws, regulations, policies, practices, and programs coupled with the ability to analyze complex human resources issues and problems to advise senior human capital executives on key issues pertaining to strategic human capital management and initiatives.

3. Ability to exercise good interpersonal skills combined with the ability to articulate information to management, peers, subordinates, and representatives of other Federal agencies both orally and in writing, and the ability to establish and maintain effective work relationships with management and staff, coworkers, personnel of other government agencies, and contractor staff.

SPECIALIZED EXPERIENCE is defined as: experience that has equipped the candidate with the knowledge, skills, and abilities necessary to effectively manage, develop, oversee, and administer a program that delivers administrative support activities and human resources information systems services to an agency or department. Additional information

The duty location of this position is Rockville, Maryland. In general, employees are expected to be in the office 4 days per pay period. Telework schedules are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
