Duties

  • Serves as a Deputy Chief of the Regional Integration Team within the Civil Works Directorate.
  • Incumbent will be responsible for program execution and oversight of the Civil Works program and activities of the Regional Integration Teams.
  • Manages the planning, programming design acquisition and construction operation and maintenance for civil works activities assigned USACE Major Subordinate Command Regional Business Centers.
  • Participates and provides input for Headquarters United States Army Corps of Engineers (USACE) Program Review Boards and other executive level activities and coordination associated with the Civil Works mission.
  • Incumbent will require expert knowledge on USACE budget development and appropriation process for overseeing and reviewing Civil Works projects and agreements.
  • Develops and reviews policies, management plans and guidance assigned to the Regional Integration Team.
  • Coordinates and partners with other USACE elements and Regional Integration Teams to ensure Civil Works mission alignment across the Command.
  • Incumbent exudes expert skills in briefing high-level officials on topics related to Water Resource planning, policies and procedures.
  • Communicates with USACE officials, stakeholders and key elements supporting the Civil Works program.
  • Provides leadership and direction to a team of multi-functional senior level professional employees providing performance and position management, training, and balancing work loads

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: developing and implementing policies, management plans, procedures and guidance as it relates to Civil Works and Water Resources programs; formulating, justifying, defending and executing Civil Works budgetary process and appropriations; providing technical leadership, staff coordination, and consultation of Civil Works and Water Resources projects/programs to review, assess, evaluate and analyze organization's performance and operations and identify solutions and make recommendations to resolve issues or problems; and providing supervisory/managerial oversight for the personnel management of a multi-interdisciplinary staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
