This position is in the U.S. Geological Survey (USGS), Core Science Systems (CSS) and serves as the National Land Imaging (NLI) Program Coordinator. The NLI Program provides a comprehensive modern record of changes to the Earth's land surface. NLI delivers remote sensing observational capacity, data, and research to inform land and resource managers and advance understanding of how landscapes and associated natural resources are changing at local, regional, and global scales. The NLI Program provides data and interpretive products to other USGS programs, Federal agencies, and commercial, academic, and international communities; supports research on remote sensing technologies; provides funding and science direction to researchers developing science products based on remotely sensed data; and provides Federal civil agencies with access to classified remote sensing assets. The NLI Program has both operations and research components. Significant operational responsibilities include the analysis of users' needs for remote sensing and the development and operation of the Landsat satellites and other systems to collect, archive, process, analyze, and distribute global Earth observation data.

The NLI Program Coordinator position is a leader in Federal and international advancements in remote sensing, Earth observation, and civil satellite-based science. This position provides leadership and represents the USGS and the Department of the Interior in many federal government groups, national and international efforts, and public/private partnerships that advance Earth observations, satellite based environmental monitoring, remote sensing applications, and the Landsat and Sustainable Land Imaging programs. By leading and serving on federal and interagency working groups, tasked under the authority of Office of Management and Budget (OMB), Office of Science and Technology (OSTP), National Science and Technology Council (NSTC), Interagency Federal working groups, and the DOI, these efforts directly impact Federal direction, guidance, policy, long-term funding opportunities, and mutually beneficial collaborations for engineering, managing, and delivering remote sensing data. The NLI Program Coordinator represents the Department of the Interior in the development of National Space Policy and the DOI's participation in the National Space Council; on the Office of Science and Technology Policy (OSTP) and National Science and Technology Council (NSTC) interagency coordinating bodies, including the U.S. Group on Earth Observations (USGEO) NSTC Subcommittee (an interagency coordination mechanism for Federal Agencies' civil Earth observations activities), Interagency Council for Advancing Meteorological Services (ICAMS); and provides briefings, alongside senior SES-level National Aeronautics and Space Administration (NASA) and National Oceanic and Atmospheric Administration (NOAA) leaders, on the latest DOI/USGS Earth Science and space-based activities at National Academies of Sciences, Engineering, and Medicine Committee on Earth Science and Applications from Space (CESAS) meetings.

This position will emphasize collaborations with broader government groups to provide insight and guidance learned within the DOI and the USGS. This position will also bring innovative ideas and practices into the USGS learned from global efforts to improve satellite data acquisition and delivery, civil space-based Earth observation programs, and remote sensing science and applications. This position has the leadership and management responsibilities for the science, engineering, and operations aspects of the program and for developing, directing, and promoting the activities of the program.

The NLI Program Coordinator position is a leader in providing policy, oversight and guidance for the $106 million Program, formulating and executing budgets, program performance measures, interfacing with senior Administration and Congressional staff, building international Earth observation partnerships, and interacting with the aerospace and remote sensing industries. This position provides programmatic leadership and directly supervises the Director of the National Civil Applications Center (NCAC) and the program lead for Land Change Science (LCS.)

    • A background investigation is required for this position.     Applicants must provide evidence of progressively responsible leadership and science program management. A qualified applicant will be able to analyze highly dynamic and complex science policy and scientific program issues and provide authoritative advice and counsel to ensure that new and critical issues of importance to the Nation are incorporated into policies. This position requires the knowledge of capabilities, policies, principles, and practices for the acquisition, management, distribution, and application of remotely sensed data and interpretive products. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with State or local government, the private sector, or non-governmental organizations.

    Technical Qualifications (Mandatory):
  • Expert knowledge of the principles and techniques of program management sufficient to provide strategic leadership of earth observation and remote sensing information science programs at the national level. Demonstrated ability to analyze, evaluate and provide expert advice, generate new hypotheses, develop new concepts, plan and evaluate long range programs and projects.
  • Extensive knowledge and experience with national and international space policy and associated governance structures along with demonstrated ability to assess national and international user needs and earth observation capabilities and technologies. Experience designing programs, initiatives, and partnerships to meet requirements and fill gaps in earth observation capabilities.
  • Extensive knowledge of the geospatial and remote sensing management principals, capabilities, policies, and practices for the acquisition, management, distribution, archiving, and application of remotely sensed data and interpretive products. Demonstrated knowledge of and experience with government, academic, commercial, and international activities in earth observation and remote sensing technologies and demonstrated experience in developing agreements for acquisition management and archiving of remote sensing data.
  • Demonstrated ability and experience in developing and executing partnerships in national and international space programs and earth observation systems.
  • Knowledge of the overall potential for earth observation and remote sensing science and technology, the ability to translate that potential into goals, ability to function as a senior technical consultant and expert; and the ability to communicate and justify those goals orally and in writing to peers, managers, and policymakers.
