Duties

The primary purpose for this position is to manage and support International Affairs for the Commander, Atlantic Area. The duties include providing strategic advice and recommendations to the Commander, Atlantic Area and other staff elements working on international policy and relations, coordinating activities with the Deputy Commandant International Affairs Staff (CG-DCO-I), field units that include District Command Staff, DHS counterparts, Combatant Commands and, when appropriate, American Embassies.

Major duties include (but not limited to:
  • Play a major role in the study, review, development, and adjustment to the strategies, concepts, programs, and budgets required to support U.S. Coast Guard (USCG) international policy and program planning guidance in the Atlantic Area; independently identifies and focuses senior policy attention on international issues with major Coast Guard, Department of Homeland Security (DHS), or international security implications.
  • Provide expert advice to the LANTAREA perspective, to Commander and higher-level USCG officials on international affairs matters; prepares briefings, presentations, and information and decision memoranda to support deliberations and decisions by senior management.
  • Aggregate ongoing and forecasted international engagement activities in the LANTAREA area of responsibility (AOR) including, but not limited to, international visits, conferences, and travel of strategic interest, international training missions, international port security program activities, and international conferences (i.e. North Atlantic Coast Guard Forum (NACGF)). As directed, leads or assists in the development, planning, and execution of international events, conferences, and fora impacting and influencing LANTAREA operations.
  • Prepare, influence, and conduct quality control on products, senior leader engagement primers, and talking points. As needed, conduct pre-engagement briefing sessions with senior leaders ensuring all aspects of the international engagement, to include protocols, cultural mannerisms, and subject matter expertise incorporated.

  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Thorough understanding of the U.S. foreign policy and national/homeland security policymaking architecture and the coordination process. Proven ability to interact effectively with other U.S. Government agencies and foreign governments, as appropriate.
  • Ability to obtain cooperation and support to resolve issues among stakeholders within and outside an organization, including other federal organizations, external groups, and key government and private sector individuals that might impact response to USCG policies, programs, and initiatives.
  • Expert written communication skills to prepare comprehensive reports, briefing materials, issue papers, and other documents in order to present specialized/technical material to non-specialists and LANTAREA executives.
  • Self-starter with the ability to multi-task and take on an assignment and/or portfolio and see it through to completion with minimal guidance.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
