Full Time Position

The Fiscal Officer II performs analytical, administrative, and operational duties. The position will operate within the Department of Recreation, Parks, and Cultural Activities. Work is performed under the general supervision of the Division Chief, Administrative Services. Work progress and accomplishment are regularly reviewed, and completed work is assessed, evaluated, and redirected, if necessary.
The Fiscal Officer II plays a significant role in the overall fiscal management of the Department. This position is crucial to maintaining the day-to-day operation. This position will lead the Finance office in RPCA and work with all managers, handles vendor issues, prepares daily deposits, and prepares and processes all purchase requisitions and payments for all invoices for goods and services purchased. Assist with Department’s budget.

Fiscal Officer II’s key performance objectives:
  • Support preparation of operating and capital improvement budgets, supplemental requests, budget revisions, and budget justifications.
  • Reviews monthly expenditures of departments to ensure compliance with budget and analyzes significant budget variances. Develops monthly/quarterly financial reports for tracking and analyzing budget. Prepare, justify, and track budget transfers for the assigned areas during the fiscal year.
  • Recommends budget adjustments and alternative methods for meeting budget goals to the Administrative Services Division Chief
  • Follow up with procurement and managers for discrepancies.
  • Analyze accounts in preparation for the year-end closing. Discuss findings with the Division Chief and managers of related accounts.
  • Support and assist in developing and monitoring policies and procedures for internal control, audit personnel database, and position funding/budgeting. Conduct petty cash and bank audits for RPCA locations.
  • Assist in guidelines for payroll, timekeeping, safety, and risk management functions and development, tracking, and reporting (as needed) for financial policy/guidelines.
  • Manage and audit the Information Technology system assets. Coordinates with ITS for major projects throughout the Department. Point of contact for new IT equipment/software purchases. Manage Department's locations WI-FI, and internet.
  • Responsible for performance management, including planning, reviewing, and evaluating work of subordinates, selection, promotion, transfer, and personnel discipline. Responsible for career development and coaching of direct reports.
  • Manage and review the work of fiscal staff for accuracy in key areas of procurement. (i.e., instructors' contracts, purchase card activities, requisition preparation, payment processing, employee expenses, and cash collections.)
  • Develop and provide training and assistance for staff on Munis, budget/expense tracking, cash collection, and RecTrac reporting.

Minimum & Additional Requirements

Four Year College Degree; three years of experience in positions involving public administration, public financial planning, public budgeting, government accounting, electronic data processing, procurement contracting, and personnel management; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

Bachelor's Degree in Public Finance, Policy Development, Urban Affairs, Accounting, and/or related field; three years of experience as a fiscal analyst, or in government budgeting, grants administration, policy analysis, or related field; excellent verbal communication skills; ability to write clearly and meet deadlines under pressure.
