Exciting team leadership position effecting all of NAVAIR through leading edge systems engineering. The Program Manager is the Overall Program Lead, manager and administrator for the contracted effort of ACAT I and II programs, managing across multiple teams.

Essential Job Functions:

Primary interface between the Contractor's Officer Representative (COR) and DCS Corporation.

Responsible for overall program, cost and schedule.

Meets with the COR to review staffing and funding issues, providing recommendations and implementing solutions. Manages subcontractors.

Directs efforts of cross-competency team(s) to include contractors at multiple locations.

Serves as the primary interface and point of contact with Government program authorities and representatives on technical and program/project issues.

Regularly briefs senior leadership on program status and milestones.

Oversees contractor personnel program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress.

Manages acquisition and employment of program/project resources and control.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A Bachelor of Science (BS) degree or Bachelor of Arts (BA) degree from an accredited college or university in Business, Management, Engineering, Mathematics, Operations Research, Computer Science or a related scientific or technical discipline and 14 years of recent and relevant experience or a MS or MA degree plus 10 years of experience.

Must be able to obtain a Secret security clearance within 6 to 9 months.

At least 10 years of relevant professional engineering management experience with at least 6 years of professional experience in Defense acquisition, 3 years of which must have been in support of Navy Acquisition management; and a minimum of 3 years supervisory experience is required.

Experience in initiating and maintaining technical direction within broad program objectives.

Knowledgeable of acquisition policies and procedures.

Demonstrated knowledge of and experience with the requirements of the DoD 5000 series.

Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions and financial management is required.

Desired Skills:

Defense Acquisition University graduate.

MBSE experience.

Systems engineer experienced with avionics systems engineering.

Experience running Systems Engineering Technical Reviews.
