DCS Corporation is seeking several Operational Test Directors in Rosslyn, Virginia to support a DHS effort. This program will provide standardized Test & Evaluation (T&E) services in support of a broad scope of DHS programs.

The DHS domains supported include: T&E in support of Information Technology (IT) and or Agile Software Development, Cyber Resilience T&E, Technology Systems (e.g., cameras; radar; command, control, and communication systems; data integration; motion sensors; etc.), Watercraft (e.g., U.S. Coast Guard Cutters and small coastal craft, Aviation (Helicopters and fixed wing aircraft), Unmanned Aerial Systems (UAS), Counter UAS systems, Vehicles, and Detection systems (e.g., Chemical, Biological, Radiological, and Nuclear, Explosives and others).

Essential Functions:

Assist the DHS Component Program Manager in providing a T&E Strategy brief to the Director of T&E (DOT&E) for all major acquisition programs under DOT&E engagement.

Assess Operational Requirements in the Operations Requirements Document and ensure traceability back to the system requirements.

Evaluate Measures of Effectiveness (MOEs), Critical Operation Indicators (COIs), MOC (Measures of Cyber), and Measures of Performance (MOPs).

Work with DOT&E to understand established OTD guidelines to evaluate cybersecurity deliverables and threat exercises.

Participate in DOT&E IPTs.

Work closely with the security team to assess cybersecurity plans, PENTEST results and MOCs.

Regularly participate in Fortify Scan meetings.

Create an awareness and facilitate solutions related to operational and user impacts for new or existing features.

Conduct Operational Assessments at Service Centers and Field Offices.

Attend Sprint Reviews and Demos with ITPMs and Business Owners.

Provide metrics on traceability of user stories.

Use monitoring tools to capture system parameters.

Responsible for interacting with the OTA COTR to ensure contractual obligations are being satisfied.

Engage with users on a regular basis to beware of the processes in the field and issues/concerns of the users in the field.

Interact on a day to day basis with the project teams, development teams and IT&E teams to ensure the teams are following the cadences of the workflows established for development, testing and deployment. Provide recommendations on areas for improvement.

Attend daily stand ups.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Must have a High School degree and 21 years of related experience OR Bachelor's degree and 17 years of related experience OR a Master's degree and 15 years of experience OR a Ph.D. and 13 years of related experience.

At least 5 years' experience leading and/or managing operational T&E events.

Experience conducting Operational Assessments.

Experience writing reports and briefs.

Experience with Measures of Effectiveness (MOEs), Critical Operation Indicators (COIs), MOC (Measures of Cyber), and Measures of Performance (MOPs).

Experience with monitoring tools.
