Job Announcement
Plans and directs a variety of Building Automation (BAS)/Energy Management Control Systems (EMCS) design and construction projects for and in occupied spaces. As a BAS/EMCS technical expert takes the lead to determine system requirements for new installations and retrofits. Takes complete project management responsibility and ownership of BAS/EMCS and HVAC capital projects during construction. Serves as department expert for BAS/EMCS systems to include: equipment, protocols, building codes, information technology interfacing and integration, and process control system troubleshooting and documentation of control activities. Uses strong IT programming as well as, mechanical and electrical problem solving skills to ensure successful projects and operation of BAS/EMCS. Manages projects from discovery and design to development and implementation. Maintains complete control of project schedule, budget and risks. Develops and reviews design requirements; reviewing, modifying and approving design plans, authoring scope of work documents. Reviews and approves submittals, managing the installation and commissioning of automation projects, and validate the automated systems for adherence to requirements, industry standards, applicable codes, and intended system operation. Ensures the timely completions of projects assigned, consistent with quality standards of the Facilities Management Department and industry standards, as well as, ensuring projects are financially and operationally viable and completed in a cost-efficient manner.

Required Knowledge Skills and Abilities
Depending on the functional area of assignment:
Knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning;
Knowledge of computer applications and software (such as CAD) that are associated with the preparation of plans and engineering computations;
Knowledge of topographic and construction surveying;
Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
Knowledge of real property descriptions;
Knowledge of environmental testing methods;
Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction in Fairfax County;
Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
Ability to plan and coordinate the work of team(s) and/or subordinates;
Ability to review construction documents, designs and proposals for costs, design
requirements and compatibility with county standards, guides and operational needs;
Ability to prepare reports, specifications, and contract documents;
Ability to meet and interact with the public;
Ability to prepare technical reports and to present findings in a clear and concise format;
Ability to make accurate CAD drawings and GIS maps;
Ability to perform accurate computations and prepare neat and accurate field notes;
Ability to collect and compile research data;
Ability to use a computer for word processing, preparation of spreadsheets, e-mail, and presentation materials.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license required.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, and a driving record check to the satisfaction of the employer.
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Two years direct experience as the capital project lead (Engineer or Project Manager) specifying and managing instillation and replacement of commercial building Building Automation Systems (BAS)/Energy Management Control Systems (EMCS)/Building Energy Management Systems (BEMS).
PHYSICAL REQUIREMENTS:
Must be able to access active construction sites, facility equipment rooms, attics and roofs. Must be able to climb ladders. Must be able to communicate by telephone and computer. Must have eye sight adequate to review engineering plans. Must be able to discern color for review and monitoring of electronic systems. All duties may be performed with or without reasonable accommodations.
