Sr. Financial Analyst
The Federal Division of Oasis Systems (formerly known as HSI) has an exciting opportunity for a Sr. Financial Analyst located at the Federal Aviation Administration in Washington, DC . LOCATION: Washington, DC JOB STATUS: Full-time TRAVEL: As needed REQUIRED QUALIFICATIONS (Education, Certifications, Experience, Skills) SECURITY CLEARANCE: Ability to obtain a Public Trust Security Clearance EDUCATION: Bachelor's Degree in Business Administration, Accounting, Finance, Contracts and Procurement, or a related field. CERTIFICATIONS: N/A EXPERIENCE LEVEL: 10 - 15 years of experience commensurate with the educational experience required (see above) OTHER QUALIFICATIONS/SKILLS: Self-motivated, independent thinker that requires minimal supervision Ideal candidate is a customer-service oriented problem solver with the ability to work independently and as part of diverse teams Excellent people skills - able to work with teams of varying sizes, technical abilities, and levels of authority with both internal corporate staff and teammates. Exceptional oral and written communication skills, organizational, critical thinking and analysis Strong interpersonal skills are essential Must be flexible in adapting to deadlines and changing priorities, has a pro-active attitude and a disciplined work ethic. Thorough, detail oriented, and organized, with excellent time management skills and ability to prioritize and handle multiple projects at once. Knowledge and proficiency with PRISM and Delphi. Knowledge of Earned Value Management Systems along with a demonstrated ability to apply EVM Maturity Model standards to analysis efforts is preferred. Proficiency in Microsoft Office suite, including Excel, Project, PowerPoint, SharePoint and Word. RESPONSIBILITIES: Analyzes business problems, possesses significant knowledge of programs, business, and production management issues; proficient in the use of computer hardware and software application related to cost model creation, preparation and other automated data analysis systems. Demonstrated skills in performing computer driven analysis of the economic, statistical, accounting and financial principles and techniques necessary to support the management of procurements involving major systems acquisitions. Familiarity and responsibility in project budgeting, cost control, forecasting scheduling and reporting. Perform budget formulation and execution. Utilize PRISM to initiate contract funding via purchase requisition for vendor contracts. Utilize Delphi to generate various financial reports to perform special funding, budget, and business projects/analysis. Maintain standard matrix to track obligations and expenditures for the program. Perform cost analysis. Audit invoices and track payments. Proficiency in SharePoint development is a plus. Serve as Program Office liaison with Contracting Officers. Monitor contract modifications for budget impacts ie, new starts, DOL, staffing/hours, and service standard adjustments. Maintain adequate funding on contracts to ensure vendors are not operating at risk. Prepare/brief monthly Budget and Financial Status Report. Utilize cost model to perform future years program cost projections. Track monthly/quarterly/annual obligations and expenditures. Prepare purchase requisitions to fund and de-obligate the contracts through PRISM. Develop and submit fiscal year contract/travel spend plans. Responsible for Monthly Invoice Review, Monthly Flexible Budget Review, Monthly Program Budget and Financial Reports, Quarterly Performance Level Review and audit of Timecard Verification Review, and the Monthly Program Status Review.
