Duties

  • Conduct periodic environmental scans and apply appropriate and complex futures methodologies.
  • Conduct analysis of highly complex human-technology futures and the theoretical and practical examination of the future to include scenario-based planning, road-mapping, environmental scanning, and visioning methods and processes.
  • Provide analysis on potential trends through environmental scans and use of foresight methodology to design future scenarios that may have an impact on human capital policy.
  • Develop and apply strategic foresight techniques and targeting tools to help prioritize, guide, and target research.

  • May be required to successfully complete a probationary period
  • This position is eligible for inclusion in the bargaining unit. The union that represents employees in this position is the American Federation of Government Employees (AFGE) Local 32.


Qualifications

For the GS 13: You must have one year specialized experience at the next lower grade level (GS-12) or equivalent in the Federal Service (or equivalent) which includes knowledge of multiple foresight techniques such as horizon scanning, scenario design and analysis and back casting; managed or assisted a strategic foresight program impacting large organizations; and able to analyze data and produce carefully written reports on findings from research, scans, or workshops.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Relocation expenses will not be paid. Current OPM employees may qualify as an exception.
