Position Information
The Department of Technology Services (DTS) is seeking an experienced Program Manager to lead the implementation of Oracle's cloud-based Enterprise Resource Planning (ERP) system. The County seeks qualified candidates with experience in leading such complex enterprise system implementation who have exceptional related business understanding of Human Resources and Financial Management/Budget processes. The successful candidate must have strong communication skills to develop strong business relationships with County senior leadership and work closely with all stakeholders. This new system will replace the County's current Oracle e-Business Suite for processing, tracking and managing data for critical human resources, finance, and procurement transactions. This Program Manager will direct County and contracted staff on work related to the project. The position will report to a Sponsor Committee that includes the Chief Information Officer, the Director of the Human Resources Department (HRD) and the Director of the Department of Management and Finance (DMF).

Responsibilities include:

  • Serving as the primary project manager for implementation of the Cloud ERP system, and including coordinating the work of the Oracle software vendor and the external systems integration firm;
  • Liaising with and developing partnerships between DTS staff and the end user development staff from HRD and DMF to ensure mutual support and effective communications throughout the project lifecycle;
  • Collaborating with project sponsors, County leadership and staff, consultants and vendors to identify/define user requirements, design a solution to support the requirements and manage the project through the full systems development lifecycle;
  • In concert with the integration firm, develop project plans for all phases of the project and manage tasks and resources associated with each phase;
  • Tracking and reporting on project milestones and status to the Sponsor Committee;
  • Developing and executing a change management and communication strategy as a result of new business processes and the new Oracle Cloud system;
  • Depending on start date, Orchestrating the review and selection of System Integrators necessary to assist in the implementation of the system;
  • Managing the project budget; and
  • Assigning tasks and providing professional mentorship and guidance to team members.
The ideal candidate will have exceptional written and oral communication skills; proven meeting management and organizational skills; the ability to develop relationships, navigate complex professional interactions with a diverse set of stakeholders; and the use of Microsoft products for document and project management and the ability to make effective decisions.

Selection Criteria
  • Bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field, and
  • Substantial experience delivering and managing large-scale business system integration programs including ERP implementations or similarly complex systems, as well as coordinating or supervising the work of others.
Substitution: Additional qualifying experience may substitute for the education requirement on a year-for-year basis.

Desirables: Preference may be given to candidates with one or more of the following:
  • Master's degree in Business Administration, Information Technology, Computer Science, or a related field;
  • PMP or PMI certification;
  • Significant understanding of budget, accounting, accounts payable, purchasing, payroll, benefits, timekeeping, HR classification and other such business functions related to Finance and Human Resources;
  • Experience as a senior or mid-level manager for two or more successful, lifecycle ERP implementations, in the last 5-7years;
  • Experience with Oracle Cloud which could include the Financial cloud, HCM cloud, and/or EPM cloud;
  • Experience working and communicating with various levels both within and outside an organization including top management, executive sponsor committees, technical IT staff, first-level end users; and/or
  • Ability to present and influence complex business process change to senior management and relevant stakeholders.
