Position/Job Title: Human Resource (HR) Analyst I Work Location: Joint Base Anacostia-Bolling, DC Job Summary: KaiHonua, LLC is actively seeking to fill our open Human Resource Analyst I position. The candidate shall provide operations and executive assistance support to the Human Resources division. This contract provides acquisition support to the projects managed by the Department of the Air Force Rapid Capabilities Office (DAF RCO) which include advanced combat system acquisition and sustainment activities of interest to the Department of the Air Force (DAF). Many of these projects are critically needed national security capabilities developed on aggressive schedules with demanding performance requirements. Essential Duties and Responsibilities: (Not listed in order of importance; other duties may be assigned) and must be able to perform the following with minimal guidance: Assist in development, delivery, management, and maintenance of HR information systems when the paramount knowledge requirements are human resource management, rather than information technology.Assist in administering, delivering, maintaining, advising on, and adapting basic concepts, principles, and theories of military HR to the unique organizational, management, and mission requirements of military departments and organization.Provide support for position evaluation, establishing and maintaining a position classification program to determine appropriate pay system, occupational grouping, title and grade positions, and advisement on position and organizational design.Analyze, interpret, develop, and/or implement laws, regulations, policies, and/or guidance involving subject matter areas within compensation administration (eg, pay and or/leave administration) and advising on the use of compensation flexibilities to help recruit, manage and retain employees.Assist in recruiting, examining, selecting and placing employees; performing job analysis; workforce planning and analysis.Advise management in identifying, attracting, and retaining a high-quality workforce that is capable of accomplishing the organizations mission.Provide guidance and consultation to agencies, employees, former employees, annuitants, survivors, and eligible family members' regarding retirement, insurance, health benefits, and injury compensation.Plan, administer, or evaluate program designed to develop employees and managing learning objectives.Assist managers and supervisors in establishing, maintaining, and monitoring effective performance management programs to plan, monitor, develop, rate, and reward employee performance and services that support formal and informal award programs to provide employee incentives and recognition.Provide advice and assistance to employees and manager, program administration, research, and case management in matters related to conduct, performance, attendance, and dispute resolution.Establish and maintain effective relationships, including non-traditional collaborative approaches, with labor organizations that represent Federal employees, negotiating and administering labor agreements.Provide guidance and consultation to management on a variety of labor relations matters.Other duties as assigned Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience/Skills Required:Candidate shall have relevant DoD/IC or industry work experienceCandidate shall perform tasks to develop and implement solutions to problems with limited rework.Bachelors of Arts/Bachelor of Science (BA/BS) degree.Must be a US citizenPhysical Requirements: Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have enough mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds, as necessary. Security Clearance: DoD active security clearance may be required at a high-level security.
