ARServices is looking for a Chemical and Biological Defense Physical (CBDP) Program Advisor to provide Intelligence, Security, and CB Surety Support subject matter expertise within the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) to assist in the oversight of the Department of Defense's chemical and biological defense (CBD) program. This position provides oversight and management of the DoD chemical agents and biological select agents and toxins (BSAT) security programs. Review and revise chemical agent and BSAT security policy and approves/disapproves waivers and exceptions. Support the development and delivery of tailored intelligence reports to enhance understanding of CB threats worldwide.The position will work onsite at the Pentagon in Arlington, VA.ResponsibilitiesRespond to findings and recommendations from the Department of Defense Inspector General (DODIG) and Government Accountability Office (GAO) on chemical agent and BSAT security. Perform analysis and make recommendations to the ODASD(CBD) manager to approve/disapprove agreements for the provisioning or transfer of chemical agent to non-DoD US Government agencies, State, local, and private entities. Support to the government lead for chemical agent provisioning program tasks.Perform assessments in support of the DoD Executive Agent for the BSAT Biorisk Program. Support planning for the administration of Non-Traditional Agents (NTAs); Chemical and Biological Defense; and Chemical and Biological Agent Surety and Security. Provide technical expertise and lead efforts to include action groups, councils, process teams, and working groups as required.Support day-to-day program oversight and implementation of DOD chemical and biological (CB) agents security policy in accordance with national and DOD policies, which includes: policy coordination and development, resolution of policy interpretation and implementation issues/questions, resolution of findings and recommendations from the Government Accountability Office, DOD Inspector General, and Army Inspector General; development of waivers and exceptions to policy, respond to policy- related congressional and public inquiries and requests for information.Provide interagency coordination, including implementation/ harmonization of DoD bio policy with federal policy and Executive Orders, and coordination /interaction with EOP, NSS, FACs, and other Federal Agencies, Interagency Working Groups and bodies.RequirementsActive secret clearance Bachelor of Science or 10 years of experience. Desired education is a bachelor's degree in physical or life sciences. Desired experience is five years' experience with chemical, biological, or radiological issues. Excellent oral and written communication skills.
