Duties

The Chief, EID will:
  • Develop programs for collecting, compiling, and presenting statistical data on all economic indicator and related monthly, quarterly, and annual programs.
  • Plan, review proposed plans for, and direct continuous economic research programs to determine the nature and extent of needs for statistics by Federal, state and local governments, business groups, academia, market groups and organizations, and other groups and individuals.
  • Plan an integrated program of highly sensitive economic indicator statistics that reflect the needs of data users; he/she will determine the scope and subject area coverage of economic indicators and related surveys and censuses, the nature and form of presentation of the results for the review and analysis of the data, and the nature and form of presentation of the results.
  • Develop and maintain cooperative relationships with officials of other Federal agencies, state and local governments, business and industrial groups and organizations, academia, and other groups.

To meet the minimum qualifications, you must show that you possess all of the Executive Core Qualifications and Professional/Technical Qualifications listed. These qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the Census Bureau, if after November 22, 2021. The Census Bureau will provide additional information regarding what information or documentation is required and how you can request a legally required exception, upon request.

Due to COVID-19, the Census Bureau is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 calendar days. At that time, you may be eligible to request to continue to telework one or more days a pay period consistent with the Census Bureau's telework policy and approval from your supervisor.

Fundamental Competencies: These competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Communication, Integrity/Honesty, Written Communication, Continual Learning and Public Service Motivation.

Professional and Technical Qualifications (PTQs):

PTQ #1 -Demonstrated knowledge of and experience in statistical survey methodology, data collection methodology, data capture, and information technology systems sufficient to manage statistical programs at the division level.

PTQ #2 -Experience that demonstrates the ability to 1) manage a large, complex economic statistics program, including experience with principal economic indicators, and 2) identify and implement programmatic improvements.

PTQ #3 -Experience that demonstrates knowledge of the statistical needs of a broad range of economic data users, including government policy makers, other statistical agencies (i.e., Bureau of Economic Analysis, the Bureau of Labor Statistics), trade associations, and the business community.

Education

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Additional information

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
