IT Specialists (INFOSEC) are a mission critical occupation for HRSA. These positions are responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.

As the Division of End User Support (DEUS) Deputy, you will monitor program projects and staffing; contribute to, and oversee program acquisitions; manage IT life cycle logistics; calculate total ownership cost; manage change during the program lifecycle; and monitor and manage program risk.

Your major duties and responsibilities will include:
  • Providing Cyber Security support and develops and interprets policies, procedures, and strategies governing the planning and delivery of IT user support services throughout the agency.
  • Providing the expertise to assess IT strengths and weaknesses and provides leadership to the Division in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes and procedures).
  • Establishing and conducting a system-wide process for evaluating the effectiveness and efficiency of desktops, printer, audio-video, smartphones and VoIP systems and ensuring are compliance with the information technology security policies, plans, and programs of HRSA.
  • Directing, coordinating, or overseeing the work of subordinate supervisor, program/project manager, team leads, IT Specialist and other staff to deliver high level assigned IT services.

To qualify for this position you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies:

    Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

    MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

    Examples of minimum qualifying specialized experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis:
    • Providing guidance on a wide variety of help desk services to resolve issues related to the Cyber security support and delivery of IT services;
    AND
    • Overseeing IT support services that include planning, budgeting, assessing projects, ongoing security diagnostics and mitigation of new Windows technologies systems such as M365 and Azure;
    AND
    • Gathering and analyzing IT service metrics to forecast future requirements, improve service outcomes, and ensure compliance with security policies.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
