The Fairfax County Health Department is a progressive public health leader serving 1.2 million residents and providing services that promote population health, protect public health and the environment, and ensure residents' equitable access to health services and information.

The Health Department seeks a Safety and Security Coordinator to manage the personnel, business processes, systems, and daily activities of the department's facilities and safety and security programs.

Under the general direction of the Assistant Division Director in the Division of Emergency Preparedness and Response, the Safety and Security Coordinator oversees the development, implementation, evaluation, and daily activities of the Health Department's facilities and safety and security programs. In consultation with division and department leadership and based on strategic direction and objectives, sets programmatic priorities, goals, milestones, and timelines. Supervises personnel who implement the day to day management and tasks of the programs. Recommends and monitors budgets. In coordination with department leadership, develops and implements security protocols, physical security resources, access control, and related policies and procedures to ensure the safety of Health Department personnel, volunteers, clients, and visitors.

Recommends safety and security considerations, initiatives, and goals. Cultivates a culture of safety within the department; ensures that safety as a set of practices and policies and as a mindset are integrated into department operations, initiatives, and emergency responses. Develops and conducts trainings on safety and security topics. Represents the Health Department at local, regional, state, and federal committees, groups, and initiatives related to safety and security. Coordinates with Fairfax County security personnel and law enforcement agencies on security and personal safety matters.

Oversees the facilities program; ensures a comprehensive, accurate, and up-to-date accounting of all department facilities and work stations. Provides leadership and guidance on complex issues related to facilities management. Maintains excellent operational knowledge of all Health Department worksites; recommends facility-related initiatives, practices, and changes to improve safety at worksites. Ensures the implementation of county-required and other facility-related drills (e.g. fire drills, shelter in place drills) and ensures a comprehensive after action review and corrective action process.

Note: The salary for this position may not exceed the midpoint of the range ($48.89/hr.)

This is an essential position. As an essential member of an emergency response organization, during an emergency activation, employee may be required to work irregular hours, work at a location other than the official duty station, support the department on a 24/7 basis and perform duties other than those specified in the employee's official position description. Required to work nights, weekends and be available for emergency activations.

Required Knowledge Skills and Abilities

Considerable knowledge of the principles and practices of emergency preparedness and management;
Considerable knowledge of security standards and technologies as well as the application of physical security through environmental design, principle and technique;
Knowledge of County, state, and federal laws/regulations regarding emergency management services and the ability to interpret and apply them correctly;
Knowledge of crime and violence prevention in the workplace;
Knowledge of state and municipal government operations;
Ability to establish good working relationships with department/agency management, other organizations, County officials, public and private sector organizations, customers and the general public;
Ability to conduct security surveys and risk assessments;
Ability to develop and implement short- and long-term security plans as well as the ability to develop measures to counteract/mitigate specific security risks;
Ability to manage contracted security services and consultants in the security field;
Ability to effectively coordinate a variety of security related activities;
Ability to effectively consult with management on security issues;
Ability to develop business continuity and emergency preparedness plans;
Ability to communicate clearly and concisely, orally and in writing.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited college or university with a bachelors degree in business administration, law enforcement, emergency management or related field; PLUS six years of experience in emergency management and/or emergency services/public safety, to include project and program management.

LICENSES/CERTIFICATIONS REQUIREMENTS:
Driver's license (Required)
CPR (Required within 60 days)
AED (Required within 60 days)
Certificates of Incident Command System trainings 100, 200, 300, 400, 700, and 800 within twelve (12) months of appointment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a child protective services check, and a driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  • Experience in and understanding of public health emergency preparedness and response and emergency management.
  • Experience working in law enforcement and/or facility- or physical security fields.
  • Experience supervising staff.
  • Expert-level written and oral communications with demonstrated ability to develop written products, both technical and non-technical, for a diverse range of audiences.
  • Experience setting safety and/or security policy for a large organization.
  • Experience responding to real world emergencies using the Incident Command System (ICS) and other recognized emergency management principles and practices.
  • Completion of ICS 300, 400, and All Hazards Incident Management Team (0-305) trainings.
  • Experience delivering oral presentations to diverse audiences in formal and informal settings.
  • Strong organizational skills that reflect an ability to manage multiple priorities and time-sensitive projects and deliverables with excellent attention to detail.
  • Flexibility to work in a dynamic, emergency preparedness and response-focused environment.


PHYSICAL REQUIREMENTS:

Job is generally sedentary in nature, however, entails walking, standing, sitting, stooping, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Requires individual to be able to lift or carry up to 25 lbs. occasionally. Visual acuity is required to read data on a computer monitor, digital display and audio-visual instrument. Incumbent must be able to operate keyboard driven equipment and computer. Position frequently communicates and must be able to exchange accurate information with others verbally (in person or telephone) and in writing. Ability to drive and operate a motor vehicle. Generally, works in an office environment yet may be required to perform job duties outside the typical office setting including outdoors in all weather conditions. Individual must be able to work outside of normal business hours and on weekends. Fully participate, as a required, as a member of the health department emergency response unit.
