Conducts legal research, compiles facts and background information, searches authorities and precedents on points of law, and prepares legal documents, reports, and memoranda for use of staff attorneys in rule making proceedings. Particular emphasis is placed on knowledge of prior Division decisions, Commission and Court decisions concerning broadcasting regulation, and Commission and Court decisions concerning procedural requirements in rule making and adjudication proceedings.

Exercises substantial judgment in recognizing issues. Screens actions requiring legal review for completeness and ensures requesters provide necessary information to enable Media attorneys to complete the legal review. Uses a broad spectrum of legal resources, including computer databases and traditional research methods to identify issues and resolve them. Analyzes cases, legal documents, policies, statutes, regulations, and other legal sources for precedential or analogous information and/or argument.

Prepares and edits legal documents, letters, memoranda, Notices of Proposed Rulemaking and Orders. Works closely with other staff components in compiling data and obtaining required supporting documents to assemble documents. Keeps supervisor and appropriate personnel informed on the disposition of all pending and completed actions. Prepares documents that will be used in such areas as administrative actions, reports and routine office correspondence.

Examines formal filings such as petitions, comments, and reply comments. Analyzes questions of law and fact and conducts necessary research. Independently prepares Notices of Proposed Rulemaking and subsequent Reports and Orders dealing with technical and procedural changes in the rules. Prepares other ancillary documents associated with rule making such as extensions of time, documents dismissing petitions and notices of acceptance for filing of petitions.

Supports the attorneys in the Audio Division of the Media Bureau in terms of coordinating with other sections to resolve automation issues, arranging for attorney conferences, and to ensure all aspects of logistical support. Advises, assists, and trains attorneys in preparation of documents using appropriate official formatting.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.

In order to be deemed as Best Qualified, candidates must meet either the educational or the specialized experience requirements or a combination of both education and experience as outlined below.

A. Education

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

If qualifying by education, transcripts must be submitted. If transcripts are not submitted, your application will be rated as ineligible.

B. Specialized Experience

Candidates must have one year of specialized experience which is equivalent to the GS-9 grade level in the Federal service. Specialized experience is defined as follows:

1) Experience conducting legal research, compiling facts and background information, searching authorities and precedents on points of law.
2) Experience preparing or reviewing applications, pleadings and other submissions to administrative and regulatory agencies.
3) Experience interpreting, explaining, and presenting, orally-or in writing, relevant findings and conclusions using appropriate language, legal reasoning, and organization of facts and ideals to assist in case preparation.
4) Experience using computerized legal research systems such as Lexis, web-based legal research, and other automated functions.

C. Combination of education and specialized experience

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):

1) Ability to conduct research, analyze information, and recommend solutions.
