Duties

The Spectrum National Security Systems Program Manager responsibilities include but are not limited to:
  • Provides dedicated executive management across the portfolio of spectrum IT and software development activities, will be responsible for cost, schedule, performance and risk management, and will be responsible for developing and implementing a spectrum modernization roadmap to advance and transform NTIA spectrum management business operations.
  • Manages the program management office, consolidate software development activities for spectrum management systems, and ensure the appropriate processes and procedures are established to ensure successful capability development, fielding, and operations.
  • Formulates and plans long range and multi-year programs designed to transform complex spectrum management systems and business processes and ensure the spectrum National Security Systems are engineered, acquired, and fielded to meet current and future operational requirements.
  • Reviews subordinate project manager plans to ensure the fielding of a comprehensive, integrated, and interoperable spectrum management architecture in a synchronized manner, and execution is in accordance with established technical policies, deadlines, and funding ceilings. Assures integration of functions and interoperability between systems within NTIA, as well as across the federal agencies.
  • Provides executive leadership, expert advice, and collaboration among OSM and NTIA units, and interagency stakeholders in developing, promoting, and maintaining IT and software development capabilities to adequately and cost effectively meet the Office's current and future business needs.
  • Assesses, develops, and articulates the end-to-end spectrum business processes, systems and technology, job roles, and organization structures to accomplish the spectrum management mission.
  • Interprets and implements complex program and mission goals into procurement programs, ensuring that alternatives have been thoroughly articulated and analyzed prior to commitment.

Qualifications

This is a resume-based recruitment. Applicants are required to submit only a resume which must provide detailed evidence of how they meet the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs).

The selectee is subject to Department approval. If tentatively selected as an initial career SES appointment, you will be required to submit a written narrative statement addressing all of the ECQs for OPM certification. Initial appointments to the SES must have ECQs certified by the Office of Personnel Management prior to appointment. Applicants currently serving on a career SES appointment, eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by OPM are not required to be evaluated on the ECQs.

OPM approval is required before appointing any current or former political appointee to a permanent position in the civil service. This includes anyone who has been a political appointee in the last five years.

To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below and the educational requirement. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Professional Technical Qualifications (PTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 1 - LEADING CHANGE:
This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)

ECQ 2 - LEADING PEOPLE:
This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)

ECQ 3 - RESULTS DRIVEN:
This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):

PTQ 1 - Demonstrated experience and recognition as an expert in planning, managing, and deploying major systems or projects of national significance. Candidates with certifications in systems engineering, software development, and/or Federal Acquisition Community-Program Management (FAC-PM) or Defense Acquisition Workforce Improvement Act (DAWIA) equivalent are preferred. At a minimum, the candidate must be able to obtain a FAC-PM or equivalent certification within six months of appointment.

PTQ 2 - Demonstrated experience leading an executive-level strategic planning and program development function for a large business, government or similar organization, including establishing and/or managing an organization to develop, acquire, and field specialized software to meet unique functional business requirements. Knowledge and experience in spectrum management systems development, deployment, and operations is preferred.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. Additional information

Background Investigation/Clearance: This position is designated non-critical sensitive and requires a Secret clearance.

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
