As a Facility Management Systems Specialist, GS-1601-09, with the National Park Service (NPS), your duties will include, but are not limited to:
  • Operates/oversees the operation of the FMSS system including, but not limited to asset identification and inventory including attached equipment/features, condition assessment, cost estimating, work order generation, and life cycle information.
  • Utilizes standardized guidelines to determine the condition of all assets, including annual and comprehensive assessments, life-cycle assessments, and daily work findings.
  • Calculates and updates asset Current Replacement Value (CRV) using NPS-developed standardized methodology.
  • Completes the annual review, closeout and setup of numerous routine maintenance work orders for inclusion in the operational budget.
  • Evaluates planned and actual cost of routine work orders and updates as required. Reviews reports to prioritize asset needs and communicates annual project needs to the facility manager.
  • Works with park staff in developing facility projects in the Project Management Information System (PMIS).

Qualifications

All qualifications must be met by the closing date of this announcement-05/23/2022-unless otherwise stated in this vacancy announcement.

In order to qualify for this position, you must possess one year of specialized experience equivalent to the GS-7 level in the Federal service providing technical support for asset management work related to Facility Management Software Systems (FMSS) and Cost Estimating Software System (CESS) which includes: providing support for a maintenance program for a park, recreational area, or similar facility; asset identification and inventory including attached equipment/features, condition assessment, cost estimating, work order generation and life cycle information; reviewing reports to management from facility maintenance databases for operational, fiscal and planning purposes; assisting in the formulation and execution of long range strategies for facility management.

OR

Possess a Master's degree OR equivalent graduate degree OR two full years of graduate level education leading to a master's degree with a major in one of the following fields: Engineering, Architecture, Construction Management, Project Management or Business.

OR

Possess a combination of education and experience that together meet the qualification requirements for this position as described above.

Time in Grade:
  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • Federal employees must submit a copy of their latest SF-50 "Notification of Personnel Action" that reflects career or career-conditional tenure, such as the initial hire, promotion, or reassignment, showing position title, series, grade and tenure (please do not submit an Award SF-50 unless it provides the necessary information) and, if different, an SF-50 showing highest permanent grade ever held. Time in grade will be determined by reviewing your resume and required SF-50's.
  • If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess the one-year time-in-grade, as required by this announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade, such as a Within Grade Increase.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience .

For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must possess a Master's degree OR equivalent graduate degree OR two full years of graduate level education leading to a master's degree with a major in one of the following fields: Engineering, Architecture, Construction Management, Project Management or Business.

You must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
