This position is a Senior Level DCIPS position. DCIPS Senior Level positions include GG-14. The NRO is accepting applications from both current Federal Government employees and non-Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-14 or equivalent level may ONLY apply for a lateral reassignment at their current grade level, and step.

As a SUPERVISORY HUMAN RESOURCES SPECIALIST you will be responsible for the following duties:
- Serves as a senior Human Resources Specialist in the National Reconnaissance Office (NRO) Cadre, Office of Human Resources (OHR), responsible for providing expert subject matter expertise and advisory service, interpretation, assistance, consultation, and information to supervisors, managers, employees, and senior staff, including general officers and Senior Executive members, on human resources management policies, in any of the following areas: recruitment and placement, position classification and management, workforce restructuring, performance management, awards and recognition, employee benefits, data systems, entitlements, and allowances, employee relations: rank-in-person promotion process, and employee development of NRO Cadre civilian and senior military personnel.
- Supervises a team of NRO Cadre human resources professionals who provide for the administration of the civilian personnel programs associated with human resources functions ( e.g. recruitment and placement, position classification and management, workforce restructuring, performance management, awards and recognition, employee benefits, data systems, entitlements, and allowances, employee relations, rank-in-person promotion process, and employee development) of employees.
- Plans work to be performed by subordinates based on priorities, difficulty of work to be performed, and capabilities of employees.
- Advises, counsels, or instructs employees on both work and administrative matters.
- Selects candidates for subordinate non-supervisory positions and recommends selections for positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives.
- Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain or enhance job performance.
- Approves leave requests; effects minor disciplinary measures such as warnings and reprimands and recommends actions in more serious disciplinary matters.
- As a recognized subject matter expert on civilian HR management programs, plans, develops and directs the implementation of policies and procedures for NRO Cadre OHR.
- Reviews and evaluates applicable OPM, DOD, IC and NRO regulations and directives; determines the impact and what actions must be initiated to implement changes; and determines the need for developing supplemental guidance to alleviate interpretive difficulties.
- Provides authoritative advice and guidance for civilian and senior military personnel management and administrative support.
