Duties
Incumbent serves as Legal and Policy Advisor to the Bureau Chief and other Bureau managers. The incumbent is responsible for the proper interpretation of the Communications Act, the Commission's Rules, and all Commission policy; provides expert advice to the Office of the Bureau Chief on legal issues affecting broad policy matters, particularly with respect to spectrum policy; evaluates current and potential policy issues; and initiates original research and investigative analysis.
The incumbent of this position advises senior Bureau management in the creation and implementation of wireless communications matters, which could include spectrum policy, wireless licensing, wireless transactions, and wireless infrastructure. The incumbent uses extensive knowledge of wireless communications law to promote the use of spectrum and other resources for the deployment of wireless services and technologies across the country. The incumbent represents WTB in its interactions with other Bureaus and Offices, other Federal agencies, and non-government stakeholders.The incumbent assists in the provision of technical assistance to Congress regarding legislation related to the use of radio spectrum and the provision of wireless services and technologies.

A. Education
You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

B. Specialized Experience
GS-14
Applicants must have three years of professional law experience, one year of which must be specialized experience which is equivalent to the GS-13 grade level in the Federal service. For this position, specialized experience includes the following:

Applicants must have four years of professional law experience, one year of which must be specialized experience equivalent to the GS-14 in the Federal service. For this position, specialized experience includes the following:
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Experience independently developing complex communications policies and communicating technical communications policy matters to senior managers
- Experience independently conducting complex legal research and preparing complex legal documents
- Experience independently developing complex research strategies for complex legal issues and making recommendations to senior leadership
- Experience independently writing documents to include briefs, issue papers, and report summaries with analyses and recommendations
- Experience independently making oral presentations, communicating research results, as well as negotiating complex legal matters on behalf of an organization
