Duties

ABOUT THE POSITION

As the Director, OFR, Chief Financial Officer (CFO) the incumbent establishes organizational goals and policy consistent with SAMHSA's mission objectives. Directs and formulates short-and long-range planning. Serves as principal advisor on all budget appropriation, financial planning, and management issues and activities of the agency. Carries out all responsibilities delineated in the Chief Financial Officers Act of 1990 (CFO Act), and, is responsible for the formulation, analysis, and presentation of the agency budget submitted to DHHS, Office of Management and Budget (OMB), and Congress. Carries out all responsibilities inherent in developing the annual spending and procurement plans, executing the annual budget for the Assistant Secretary, and awarding grants and contracts.

Provides leadership and oversight to develop the annual budget formulation plan and narrative, and, the annual Agency Government Performance and Results Act (GPRA) Performance Plan and Report. Coordinates with other Centers/Offices on budget, program planning, and GPRA staff of the operating programs, to ensure that budget documents are consistent with the Agency Strategic Plan and meet Department and OMB guidance.

Oversee communication between the Centers and Offices and high-level Departmental officials on matters involving appropriations fiscal planning, and evaluation of program performance. Represents the agency and maintains working relationships in areas related to budget, grant and contract administration, and program coordination with other HHS components, the OMB, Congress, and other public and private agencies and organizations.

Qualifications

Open to all U.S. Citizens, Federal Competitive Status Candidates, Current SES and SES Reinstatement Eligibles, and SESCDP Graduates. SESCDP graduate candidates may also apply for noncompetitive consideration if applicable.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.

All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show IN YOUR RESUME that you possess the Fundamental Competencies, Five Executive Core Qualifications (ECQs) and Job Specific Mandatory Technical Qualifications (MTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

Executive Core Qualifications (ECQs):

Professional/Technical Qualifications (PTQs):This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.
  • Extensive experience in implementing the provisions of the CFO Act and its related provisions, and ability to communicate to executive internal leaders and high-level external officials regarding the agency's budget.
  • Extensive experience leading staff from different financial areas to implement the full budget cycle process which includes contracts, grants management, grants review, program audit and/or formulation and budget execution.
  • Extensive experience in managing a large financial operation while applying budget, financial and accounting policies to ensure adequate internal controls throughout the financial management process.
  • Extensive experience in the principles of policies and implementation of accounting and auditing.

    IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

    Additional information

    Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

    Probationary Period:

    Selectee must serve a one-year probationary period unless previously completed one year the Senior Executive Service.

    Standards of Conduct/Financial Disclosure

    HHS inspires public confidence by maintaining high ethical principles, and all Federal Government employees are subject to the conflict of interest statutes and regulations, including the Standards of Ethical Conduct , that govern activities with outside organizations and reporting financial holdings. The Ethics in Government Act, PL 95-521 also requires the applicant selected for this position to submit a Public Financial Disclosure Report, OGE-278 , prior to assuming the SES position, annually, and upon termination of employment.
