Duties

As an ASSISTANT INSPECTOR GENERAL (TITLE 32), you will conduct general, special, or follow-up Inspector General Inspections to ascertain compliance and/or identify systemic problems and determine root causes. Develops solutions and recommends assignment of responsibility to correct problems to the Adjutant General. Serves as proponent of the State Organizational Inspection Program (OIP), and assists unit commanders in OIP implementation to include Command Inspections (CI) initial, subsequent, and follow-up inspections, Staff inspection (SI), Staff Assistance Visits (SAV), and Inspector General Inspections. Conducts assistance, inquiries, or inspections into special functional areas as directed by regulatory guidance or the Adjutant General to include: Intelligence Oversight (IO), Internal Management Control Program (IMCP), contracting, environmental quality control (EQC), Employment Opportunity (EO), military and civilian reprisals, whistle blowing, and other matters. Conducts inquiries, investigative inquiries, and assists the Inspector General in the conduct of formal investigations to substantiate or non-substantiate allegations of impropriety. Conducts informal and formal interviews of complainants, witnesses, subjects, and suspects to determine facts, circumstantial evidence, hearsay, documentation, or other matters of importance. Coordinates with appropriate personnel to gather facts and supporting documentation/evidence. Ensures interviewees are versed on rights and "non-rights" to include Freedom of Information Action (FOIA) and Privacy Act (PA). Protects the confidentiality of sources and best interests of the State Command and Army/Air National Guard. Maintains restricted files, and ensures compliance with existing regulations. Completes inquiries and provides sound judgment on substantiation of allegations based on preponderance of credible evidence. Provides the Adjutant General with a formal written response to allegations and recommends follow-on action if appropriate. Assesses unit training and provides confidential observations on unit performance to commanders and the Adjutant General. Assessment criteria includes knowledge, proficiency and understanding of the following training areas: unit Mission Essential Task List (METL), battle focus, long, short, and mid-term planning, basic operating systems, Officer and Noncommissioned Officer Professional Development, training meeting, training support publications, training schedules, mobilization and deployment plans, state emergency action preparation, Organizational Readiness Evaluations (ORE), After Action Reviews (AARs), and other matters. Implements the Inspector General Action Request System (IGARS). Receives complaints, allegations, or requests for assistance. Researches regulatory guidance (punitive and non-punitive), DOD Directives, policy memorandums, internal standard operating procedures, and DOD ethical guidance to identify issues, allegations, and IG appropriateness. Conducts preliminary analysis to determine evidence and facts. Establishes a case file to solve problems and grievances or refer action to the appropriate agency. Conducts follow-up action on referred cases to ensure completion and appropriate response. Upon case completion, enters functional code and category into Inspector General database for analysis and determination of trends. Prepares database statistics and other related reports.

General Experience: All series personnel must be competent at the next higher level before being eligible for that level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

Specialized Experience: Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for dual status technician appointment to one of the six Series GS-1801 program positions with its applicable career level, as cited on pages two and three. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, policies and procedures. Applicants must demonstrate the ability or have endorsements that indicate the ability to perform and learn the cited duties.

As a(n) ASSISTANT INSPECTOR GENERAL (TITLE 32),you need experience in the following: experienced in working within the definitions of laws, regulations, and policies. Experienced in working the military inspection programs and basic understanding of military missions, service structures, capabilities, and organizational functions. Experienced in applying analytical and evaluative techniques to analyze the self-assessment program plans. Experienced in developing training materials and instructing others in the basic inspector general program elements, activities and procedures. Capable and experienced in conducting interviews, reading reviews, and evaluating situations or conditions. Have a working knowledge of various office automation software programs, to include specific inspector general forms, tools, and techniques to support office operations to produce a variety of documents such as, letters, reports, spreadsheets, databases, and graphs. Have a working knowledge of inspector general investigations, understands how to conduct interviews, fact finding projects, and/or complete data analysis. Experiences may have included activities such as, approaching individuals who may be fearful, skeptical, or uncooperative during the questioning process of the investigation; establishing rapport with different personality types in order to glean appropriate information pertaining to complaints and allegations, and resolving complex problems. Experienced in applying conventional methods to gather, analyze, and evaluate information and data, draw conclusions, and recommend appropriate action. Skilled in comprehending procedures outlined in inspector general regulations and directives and experienced in applying them to complete conventional inquiries, complaints, Congressionals, etc. Experienced and confident in communication skills, both written and oral, to prepare comprehensive reports of investigation, responses to congressional staffers, and make presentations to high level management officials. Experienced in completing work assignments and handling problems and deviations in accordance with instructions, policies, previous training or established practices. Experienced in interpreting and executing policies using general guidelines and precedents. Experienced using learned judgments, initiatives, and resourcefulness in order to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems, research trends and patterns, develop new methods and criteria, or recommended changes to complete the required planning and programming requirements. Experienced in comprehending compliance or noncompliance activities. Experienced in compiling, reconciling, correlating, or analyzing data from various sources. Experienced in working with assignments that required developing recommendations for overall detailed plans, goals, and objectives for implementation and continued evaluation. Experienced in deciding a course of action based on an analysis of the subject and issues involved. Experienced in exercising versatility, judgment, and perceptions to understand interrelationships among different strategies, activities, and laws or requirements. Experienced in making recommendations for work refinement methods and techniques for resolution of deficiencies or issues. Experienced in the assessment of productivity, effectiveness, and efficiency of program operations and efforts to analyze a variety of conventional problems. Experienced and skilled in applying a broad knowledge of service operations to affect the adequacy of complex systems, programs, and strategic planning efforts and in identifying criteria to measure and/or predict the execution of organizational goals or program objectives. Experienced in identifying and developing ways to resolve problems, implementing corrective actions and providing realistic data for leadership to improve operational mission plans. Experienced in meeting with senior military and civilian leadership, high-ranking managers.

This is an excepted service position that requires membership in a compatible military assignment in the DC National Guard.

MILITARY REQUIREMENTS:

Other Requirements
  • Must possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.
  • Qualify to operate government motor vehicles and vehicular equipment for "Maintenance Purposes Only" according to Army or Air Force Vehicle Maintenance Operations Directives.
  • Must not have any disciplinary action (Article 15 or Court-Martial) on military records for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships.
  • Must not have any Unfavorable Information Files, civil convictions (other than minor traffic violations), or open Inspector General investigations.
  • To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.


Education

Army National Guard and Air National Guard Enlisted: High school diploma or General Education Development diploma (GED - Army Enlisted Only) is mandatory. The school work should include completed courses in math, English grammar and composition, speech, psychology, and general science is preferred. Completed higher education academic courses from an accredited business, civilian or military technical school, junior college, undergraduate college or university are optimum. Completed academic courses may include business management, human resources development, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, and behavioral social sciences.
