Duties

  • You will perform a combination of contracting work to acquire goods and services for the Government from commercial or noncommercial sources when and where they are needed in accordance with applicable laws and regulations.
  • You will complete pre-award and post-award procedures to plan and conduct the contracting process from the description of the requirements through contract delivery, requiring a knowledge of two or more contract functions.
  • You will review procurement policies and procedures to plan, analyze, or evaluate procurement programs; review proposed contractual actions for conformance with regulatory requirements and procurement practices.
  • You will use negotiation techniques to meet and reach agreement through discussion with a proposed contractor on the price and performance terms, and to set forth all these terms in a procurement document.
  • You will be responsible for assignments that are characterized by broad and intense efforts, and involve several phases being pursued concurrently or sequentially with the support of technical, procurement, program, and management personnel.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experienced at or equivalent to the NH-03 pay band (or GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector as a professional contract specialist evaluating, planning, or administering pre-award and post-award contract functions for an organization or major weapons program.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

COVID VACCINATION INFORMATION: To comply with the recent preliminary nationwide injunction on Executive Order 14043, Requiring Coronavirus Disease 2019 Vaccination for Federal Employees, the Department of the Navy is not taking any action to implement or enforce the COVID-19 vaccination requirement. This announcement uses the Acquisition Demo Business and Technical Management direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $168,282. If your current salary is above this amount, your salary may be matched.

Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

This position is covered by the Department of Defense Priority Placement Program.
