Sr. Sourcing Officer Marketing Statement :

The Office of Talent Acquisition in the department of Human Capital has a current need for a Sr. Sourcing Officer. The ideal candidate will have experience conducting grass roots recruitment and a workforce development background. The incumbent will network and build relationships with local state organizations, educational institutions, and professional organizations in an effort to build recruitment pipelines for various positions. Bilingual in Spanish and English is higly preferred.

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's degree in Business Administration, the Behavioral Sciences, Communications, Marketing or a Human Resources related field. AIRS recruiter or sourcing designation is preferred. Minimum six (6) years of pipeline recruitment with at least four (4) years of grass roots sourcing strategy implementation with demonstrated specialization of at least three (3) years in diversity/affinity recruitment and/or military recruitment. Bilingual (written and oral) fluency in English and at least one other defined language required for specific roles. A military background is required for the military recruitment role. Ability to travel, work evening and/or weekends (10% to 40%).

Or, an equivalent combination of post-high school education and minimum ten (10) years of pipeline recruitment with at least four (4) years of grass roots sourcing strategy implementation with demonstrated specialization of at least three (3) years in diversity/affinity recruitment and/or military recruitment. Bilingual (written and oral) fluency in English and at least one other defined language required for specific roles. A military background is required for the military recruitment role. Job Summary/Duties:

This is a specialized recruiting and sourcing role. Incumbent defines and implements targeted sourcing strategies designed to develop and sustain qualified diverse candidate pipelines for niche and high volume recruitment positions. Incumbent serves as the resident subject matter experts for sourcing and recruitment for one or more diverse applicant segments and is the central point of coordination for the Talent Acquisition staff's large scale recruitment efforts for the respective segment. Segments include veterans, persons with disabilities, women in non-traditional work fields and/or other designated under represented populations. Incumbent carries one of two titles, Sr. Sourcing Officer, Military Recruitment or Sr Sourcing Officer, Diversity Recruitment. Bilingual fluency may be required for specific roles. Incumbent partners closely with the Office of Workforce Diversity to effectively implement and align recruitment efforts that support the Authority's affirmative action plans. This position also provides consultation to management and Talent Acquisition staff on the diversity talent market and appropriate sourcing channels to execute on sourcing strategies. Work may be requisition or pipeline driven. This position requires travel and/or routinely involves weekend and evening work in support of sourcing and hiring events.

Develops and implements diversity sourcing strategies via web-based and grass-roots methods (job posting, data mining, on-line databases, career fairs, open houses, strategic partnerships, networking, etc.) Maintains a network of contacts to identify and source qualified candidates.

Designs and implements community outreach strategies designed to establish the Authority as an "Employer of Choice" for target underrepresented and/or key constituents.

Develops and expands key sourcing networks, including professional associations, affinity groups, government agencies and the military.

Plays a lead role and/or actively participates in sourcing events, professionally representing and promoting the Authority as an "Employer of choice".

Cultivates strategic sourcing and recruiting partnerships with key diversity organizations.

Leads or partners with other HR and business unit resources on key recruiting workforce diversity recruitment initiatives. Serves as the central point of coordination for one of more specialized programs, processes and/or sourcing events (military open houses/job fairs, woman for hire efforts, affinity group information and testing sessions, disability recruitment, etc).

Monitors and evaluates applicant pool and recalibrates sourcing strategy as needed.

Screens candidates for full understanding of availability, interest levels, visa status, salary range, relocation needs, and basic qualifications. Evaluates employment factors such as job experience, education, skills, training, fit with organization, and future potential.

Enables positive applicant experience through the application, interview and hiring process. Maintains efficient and effective communications that support the recruiting activity.

Engages with candidates as a single point of contact through hire.

Facilitates and oversees the interview process. Administers applicant assessments as applicable as part of the screening process. Performs reference and background checks on candidates.

Updates applicant tracking system in a timely manner. Ensures compliance with established procedures, labor agreements, and applicable laws. Ensures compliance with Federal immigration laws.

Generates hiring and sourcing activity reports as required.

Monitors sourcing effectiveness for underutilized positions and appropriately supplements sourcing efforts.

Designs and delivers audience specific recruitment presentations.

Works at remote and/or strategic partner locations when assigned.
