Salary Range: $77,035 to $128,483

The mission of the Office of Management and Budget (OMB) is to offer a broad-based, objective perspective on public policy and fiscal policy to the County Executive, County Council, and other County Partners. The analytical work performed in OMB provides policy makers with data and options for informed decisions. OMB supports and enhances the effective operation of County government, ensuring funds are spent in the most fiscally prudent and socially responsible way. OMB also ensures that departmental expenditures are made in accordance with Executive polices and Council appropriations, consistent with the County Charter. 

OMB analysts (Fiscal and Policy Analyst III) are responsible for preparing recommendations for the County Executive and County Council in assigned areas on operating and capital budget resource allocation, fiscal policy, public policy, and related matters. Duties and responsibilities span all major aspects of policy analysis and public sector budgeting, covering the spectrum from program and fiscal planning through evaluation. Analysts work in standing and ad hoc teams both within OMB and with program departments. Responsibilities may include making presentations to the County Executive and County Council. 

Analysts in this position will have an assigned portfolio which may include Operating, Capital Improvement Programs (CIP), macro and/or process  functions. Assigned budget and policy areas may include, but are not limited to public safety, transportation, human services, housing, economic development, education, environmental affairs, leisure services, and general government. 

Applicants should have experience in the development and/or analysis of public sector Operating and CIP budgets; possess strong analytical, critical thinking, problem solving, and time management skills; and be able to effectively communicate both written and orally. 

Duties include:

• Analyze, develop recommendations, and report on Operating and CIP budget requests of assigned County departments and agencies.

• Analyze, develop recommendations, and report on policy, management, and programmatic issues having budgetary implications.

• Present data and recommendations to the budget director, department heads, senior management, County Executive, and other elected or appointed officials.

• Represent the executive branch at public hearings, County Council and committee sessions, and public meetings, by providing information on complex or controversial issues.

• Answer requests from the public, in writing or orally, on issues related to the County's budgets.

• May present at budget forums, community/civic meetings; and

• Perform other related duties.

Fiscal and Policy Analyst II (grade: 25) Salary: $67,156- $111,407

Fiscal and Policy Analyst I (grade 21) Salary: $55,771- $92,211

 This position requires the ability to attend meetings or perform work at various County locations. Some after-hours work is required to meet budget deadlines and business needs. This position is eligible to Telework up to 80% of the work week.

Minimum Qualifications:

If filled at the Fiscal and Policy Analyst III:

Experience: Four (4) years of professional experience reviewing, analyzing, and monitoring operating and/or capital budgets, including at least one (1) year of experience analyzing and reporting on policy, management and programmatic issues having budgetary implications. 

Education: Graduation from an accredited college or university with a bachelor’s degree. 

Equivalency: (1) An equivalent combination of education and experience may be substituted. (2) Possession of a graduate degree in Public Administration, Public Policy, Business Administration, Economics, Finance or a related field from an accredited college or university may be substituted for the required education and one year of the required experience.

If filled at the Fiscal and Policy Analyst II:

Experience: Three (3) years of professional experience reviewing, analyzing, and monitoring operating and/or capital budgets, including at least one (1) year of experience analyzing and reporting on policy, management and programmatic issues having budgetary implications. 

Education: Graduation from an accredited college or university with a bachelor’s degree.

Equivalency: (1) An equivalent combination of education and experience may be substituted. (2) Possession of a graduate degree in Public Administration, Public Policy, Business Administration, Economics, Finance or a related field from an accredited college or university may be substituted for the required education and one year of the required experience.

If filled at the Fiscal and Policy Analyst I:

Experience: Two (2) years of professional experience reviewing, analyzing, and monitoring operating and/or capital budgets, including at least one (1) year of experience analyzing and reporting on policy, management and programmatic issues having budgetary implications. 

Education: Graduation from an accredited college or university with a bachelor’s degree. 

Equivalency: (1) An equivalent combination of education and experience may be substituted. (2) Possession of a graduate degree in Public Administration, Public Policy, Business Administration, Economics, Finance or a related field from an accredited college or university may be substituted for the required education and one year of the required experience.
