We are seeking an experienced Senior IT project manager to support the full life cycle needs of health research projects and contribute to business development activities. You will collaborate with domain experts, program managers, and other IT professionals to formulate and implement IT solutions that reflect an understanding of business issues, as well as IT strategies, problems and priorities. You will also provide oversight of other IT project managers within a health research portfolio. You will work with project stakeholders to develop and refine business objectives, project scope, assumptions and constraints. You should have proven ability to manage staff, and ensure the quality of all IT activities, including coordination with other IT teams. You should have knowledge of the software development lifecycle and project management practices and tools. Successful candidates will have an entrepreneurial spirit combined with strong architectural and problem-solving skills. Demonstrated leadership and collaboration skills are necessary in addition to proposal writing strength with the ability to offer innovative IT solutions.

This role is based at Westat's Rockville, Maryland and enjoys a hybrid work schedule with several days on-site each week.

Job Responsibilities
·    Partner with domain staff and specialists to determine and manage the IT resource needs and supervise staff with a diverse portfolio of research projects.
·    Keep abreast of current and emerging technologies and best IT practices.
·    Develop technical application systems designs and approaches for proposals and projects.
·    Supervise IT professionals who are well-versed in various proprietary and open-source software such as cloud, web technologies, data analysis and visualization, mapping and GIS (Geographic Information System), study and operations management, and data collection modes spanning web, mobile, telephone, interactive voice response, and in-person administration.
·    Assist with writing and budgeting for IT activities associated with projects, tasks, and proposals.
·    Proactively maintain knowledge of IT trends, software, and systems related to social and scientific research, routinely identifying processes and new technologies to improve quality and scalability. 
 
Basic Qualifications
·    A bachelor's degree and at least 10 plus years of relevant experience, including a strong track record of managing IT tasks and teams, is required.
·    Experience with and knowledge in the design and analysis of research projects, including understanding of issues associated with privacy and security compliance.
·    Experience in developing and managing budgets and project schedules, as well as tracking progress and controlling scope creep.
·    Proven written and oral communication skills, including support for project management reporting, project documentation (requirements, specifications, design documents), proposals with the ability to influence at management level.

Preferred Qualifications:
·    Strong project management experience working on large, cross-functional projects with evolving requirements 
·    Demonstrated organizational ability, with the ability to manage multiple tasks simultaneously in a team environment.
·    Demonstrated leadership and collaboration skills are key in addition to proposal writing strength with the ability to offer innovative IT solutions.
