Duties

  • Leads a matrixed team to produce integrated, consistently creative, based on research, audience profiles and creative briefs.
  • Injects creative expertise into the Census Bureau's brand management efforts and develops creativity to respond to brand awareness trends related to the Census Bureau programs, surveys and censuses.
  • Analyzes brand tracking, market trends, customer need, and the competitive landscape and incorporates learnings into the creative development process.
  • Presents or oversees presentation of final concepts and obtains approvals for deliverables from senior Census Bureau leadership and Department leadership where appropriate.
  • Prioritizes work and resources across engagements based on short- and long-term needs, establishing production schedules through effective and efficient leadership of the matrixed creative team.

    This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

    This is a NON-BARGAINING unit position.

    Relocation expenses may be paid.

    If selected, you will be asked to provide information regarding your vaccination status for the purpose of implementing workplace safety protocols such as masking, physical distancing, testing, travel, and quarantine. If you do not submit your vaccination information and documentation of fully vaccinated, you will be treated as not fully vaccinated for the purposes of implementing the safety protocols.

    Due to COVID-19, the Census Bureau is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 calendar days. At that time, you may be eligible to request to continue to telework one or more days a pay period consistent with the Census Bureau's telework policy and approval from your supervisor.

    Qualifications

    Specialized Experience: For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: experience in creative development and implementation of large-scale communication campaigns; creating and designing communication materials in digital and traditional forums for graphic development; and establishes and manages communications plans that identify target audience.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
