Duties

Identifies, collects and provides in-depth analysis of relevant information concerning the potential impacts of bank and investment fund investments on the environment, workers and affected communities near those investments.

Evaluates bank and investment fund Environmental and Social Management Systems, including policies, organizational capacity and competency, environmental and social procedures and monitoring and review procedures to ensure management systems are commensurate with the overall environmental and social risks of the portfolio of loans and investments.

Prepares reports outlining findings. Provides assistance to banks and investment funds in the management of environmental and social risks of their lending/investment activities, including transaction screening, appraisal and monitoring.

Monitors the environmental and social performance of foreign loans and investments through the analysis of third party reports and site visits. Compares original projections with actual environmental and social impacts and prepares reports outlining findings.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to:
  • analyze the potential environmental and social impacts of investments in a range of sectors (e.g., infrastructure, manufacturing, agriculture, health, housing) against international standards, such as those issued by the International Finance Corporation;
  • develop strategies with private sector businesses to mitigate environmental and social risks in a range of sectors; and
  • analyze practices and procedures used to identify risks and risk mitigation strategies to address those risks.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability : The duties of this position are suitable for telework. The selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment : Selection may require completion of a 1-year probationary period.
