The PM provides overall leadership and guidance of contractor personnel providing technical solutions to the Department of Defense (DoD) for resilient, survivable systems and platforms that can operate in Anti-Access Area Denial (A2AD) and near peer conflict environments. The PM supervises all technical efforts and overall program performance of assigned contractor services focused on gaining and exploiting information, denying competitors those same advantages, and enabling effective, resilient, and rapid command and control throughout all operations and contingency plan phases. What you will do + Provide management and oversight of all activities and serve as the primary interface and Point of Contact (POC) with the FEDSIM COR and the Mission Partner Technical Point of Contact (TPOC)+ Responsible for the successful technical, schedule, and cost performance of a major program, or multiple programs, through subordinate program/project managers, in accordance with contract requirements and company policies, procedures and guidelines+ Provide administrative and technical engineering services to support mission-related requirements to rapidly demonstrate, experiment, and prototype to deliver game-changing strategic effects that deter and if necessary, defeat near-peer adversaries in all phases of conflict + Manage contractor personnel focused on proving near-term (0-5 years) asymmetric concepts with feasible transition paths including + Assessing requirements based on Combatant Command (CCMD) operational needs, new ideas bounded by concept maturity, operational impact, and transition feasibility + Repurposing/enhancing existing programs of record, scaling existing US Government concepts for DoD mission and accelerate maturing government/commercial technology + Prototyping coordination with Services to leverage expertise and facilitate transition + Demonstrating in select DoD exercises and wargames to support CONOPs development + Interface with CCMDs, Services, Joint Staff, OSD; established Technical and Transition Cross Functional Teams CFT and other Mission Partners to solve critical operational challenges + Provide expertise and coordination, to operationalize and transition technologies from Research and Development (R) into full acquisition in a controlled and deliberate manner + Responsible for full delivery of program including scheduling planning and monitoring, financial forecasts and budgets, contractual compliance and quality of services rendered + Travel for support with mission partners for prototype requirements, execution planning, and transition planning to include observations and evaluation testing and status meetings with Mission Partners + Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project manager+ Position primarily is telework with routine reporting to Government and HII offices in Fair Lakes, VA, Crystal City, VA and Hanover, MD as necessary+ Must be able to travel CONUS and OCONUS for meetings and demonstrations up to 30% of calendar year Required Education and Experience+ Bachelor's degree or higher in a technical, business, operations, or equivalent field and 16+ years relevant experience.+ A minimum of five years managing prototyping engineering services + Possess a current certification in at least one of the following:+ PMI-PMP+ PMI PgMP certification+ Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 3+ Possess a TS clearance with SCI eligibility Desired Experience+ Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification (Program Management III preferred).+ Master's degree in Business Management, Leadership, or a technical field + Fifteen years relevant progressive experience in management of complex DoD systems, platforms, and/or programs + Strong and demonstrated experience managing artificial intelligence & autonomy programs + Experience leading large scale $500M+ Programs + Previous USINDOPACOM or USEUCOM experience+ Previous FEDSIM experience + Previous experience presenting orals proposal delivery Knowledge, Skills, Abilities+ Excellent communication, presentation, and interpersonal skills+ Leadership and management skills as evidenced by previous work experience+ Strong customer service orientationAbout Technical Solutions, A Division of Huntington Ingalls Industries:Building on a legacy of more than a century of naval shipbuilding, Huntington Ingalls Industries' Technical Solutions division is accelerating national security solutions to a wide variety of government and commercial customers worldwide.
