An Overview

The Department of Information Technology Services (ITS) is seeking a Network Engineer III in the Network Operations Division. This position performs complex technical support work installing Local Area Networks (LAN) operating systems and Wide Area Network (WAN) software and hardware. Work involves designing, recommending, testing, modifying, and maintaining operating systems and systems software in LAN, WLAN, and WAN environments. A Network Engineer III provides technical guidance to others and maintains connectivity between the City's WAN and the Internet. This employee works under the general supervision of the Network Technical Program Manager and exercises considerable latitude for independent judgment and discretion within established policies and procedures.

What You Should Bring

You should have a thorough knowledge of general operating systems software and computer hardware, including IP Addressing, IP Subnetting, DNS, and VPN technology. You will need a thorough knowledge of LAN/WAN communications operating systems, and of related software and hardware configurations, capabilities, and limitations. Our ideal candidate would be capable of comprehending technical literature while possessing the skills necessary to communicate with non-technical individuals in plain language to explain complex technical subjects. You must be able to establish and maintain effective working relationships with user agencies; a positive attitude with a desire to be part of a well-coordinated team are essential components of this position.

The Opportunity - Examples of Duties

  • Conceptualizes, initiates, plans/designs, and executes City-wide projects, including the review of hardware, software, and vendor interaction;
  • Meets with current and potential 3rd party partners and vendors;
  • Conducts technical product evaluations;
  • Provides support for day-to-day network operations/activities and troubleshoots network and systems issues;
  • Provides backline support to less senior engineers, Help Desk staff, Applications division, and external IT support teams;
  • Troubleshoots with or without vendor assistance;
  • Provides ongoing, regular maintenance, support, planning, and deployment/upgrades for systems that impact users & City residents;
  • Administers configures and maintains I-Net infrastructure and firewalls;
  • Analyzes Network and Systems Performance;
  • On a rotating schedule, provides on-call technical support during off-hours, weekends & holidays (24x7);
  • Performs related work as required.

About the Department

The ITS Department is responsible for the centralized operation of the City's information technology services, support, and infrastructure. The department is comprised of approximately 74 staff and has an annual operating budget of around $13 million. The ITS department is organized to provide a flexible, efficient, and effective structure to manage information technology operations and investments to support the City's strategic goals, business processes, and enterprise-wide information needs.

Minimum & Additional Requirements

Four-Year College Degree; five or more years of experience in firewall technologies and advanced network and server support, Ethernet routing switches, web filtering, bandwidth management, Quality of Service (QOS) techniques, Wireless APs and Security switch devices that include SSL-VPN & IPSEC VPN; considerable working knowledge of network troubleshooting techniques; at least three years of experience in the design and configuration of Voice over IP (VoIP) networking; at least three years of experience in the design, configuration and operation of DHCP & DNS networking services; at least three years of experience in Internet backbone connectivity; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

In addition to the minimum qualifications: A working knowledge of BGP, thorough knowledge and certification in Cisco (CCNA, CCNP) and/or Extreme (ECS, EDS) Data Routing and Switching hardware platforms (Network+), Firewall administration, and fiber optics; experience with scripting; and proven ability to troubleshoot wireless connectivity, and the ability to comprehend technical literature and communicate with others using non-technical language to explain technical issues; good knowledge of local government operations.

Notes

This position requires the successful completion of pre-employment checks including but not limited to a criminal background and drug screening. This position may be occasionally required to be available after normal working hours to support applications.
