Duties

As a IT Specialist, you will:
  • Develop application programs for a variety of software applications in support of the assigned organization.
  • Design program test, modify, and integrates a related group of software programs with shared data and attributes.
  • Develop program specifications, including program elements such as: input and output, hierarchical structure, interface plans, file layout, control requirements, processing and timing requirements, and test plans.
  • Design and monitor the execution of software testing and implementation plans and conduct post-implementation evaluations of systems.
  • Provide technical guidance to and work with user representatives on their formulation of requirements for a proposed application.
  • Plan, construct, and maintain databases for data storage, manipulation and retrieval.
  • Prepare and maintain detailed internal and external documentation for all application programs in a clear and readily understood manner.

Qualifications

Minimum Qualifications:

Applicants must have at least one year of specialized experience at or equivalent to the GS-9 in the Federal service as defined in the next paragraph.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience developing application programs utilizing databases in the analysis and maintenance of table data and have IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication and Problem Solving.

OR

A Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution.

OR

I have a combination of specialized experience and graduate education as described above that together meets 100% of the qualification requirements for this position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education completed in colleges or universities outside the United States may be used to meet the education requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
