Duties

  • Manage communications projects using project management skills.
  • Direct activities that promote the use of statistical data through digital and traditional communications.
  • Serve as senior Communications Manager, subject matter expert providing guidance and supervision to staff on matters related to data dissemination.
  • Provide direction, supervision and leadership to a staff of professionals.
  • Establish and maintain strong relationships with agency staff and key stakeholders.

If selected, you will be asked to provide information regarding your vaccination status for the purpose of implementing workplace safety protocols such as masking, physical distancing, testing, travel, and quarantine. If you do not submit your vaccination information and documentation of fully vaccinated, you will be treated as not fully vaccinated for the purposes of implementing the safety protocols.

Due to COVID-19, the Census Bureau is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 calendar days. At that time, you may be eligible to request to continue to telework one or more days a pay period consistent with the Census Bureau's telework policy and approval from your supervisor.

A supervisory probation period may be required.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a NON-BARGAINING unit position.

Relocation expenses may be paid.

Qualifications

Specialized Experience: For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes:
Program management and oversight directing staff in carrying out digital communications work, program management, and ad-hoc projects; coordinating with other directorates on project requirements, schedules, and implementation; implementing digital strategies and services to improve the customer experience across digital channels; directs activities to use customer-centered methodologies to improve digital content and data dissemination services.; advises senior management in new technologies and methods for digital engagement and data dissemination as part of integrated communications campaigns.

Education: Education cannot be substituted at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
