Duties

As an Information Technology (IT) Specialist (ENTARCH), you will support the development of the Agency's strategies and plans to enhance the Information Technology/Information Management (IT/IM) service portfolio and provide subject matter expertise regarding policies, principles, and standards associated with the use of IT/IM resources.

You will engage with IT service owners, project managers, product owners, program managers, and staff to understand and document strategic objectives and planned/desired changes to the architecture as input into enterprise strategic planning and roadmap development. Other duties include:
  • Provide subject matter expertise in all relevant IT governance processes to ensure that relevant policies, principles, and standards are considered in service/solution architecture design.
  • Support Capital Planning and Investment Control (CPIC) throughout the investment selection, control, and evaluation processes.
  • Maintain and periodically assess portfolio adherence to enterprise architecture principles and technology standards as well as agency performance objectives. Communicates with staff and all levels of management regarding key enterprise architecture activities, strategies, and recommendations.
  • Evaluate proposed changes to the architecture against enterprise architecture (EA) principles and standards.
  • Keep abreast and inform management as needed of new or revised policies, standards, technologies, and best practices that may impact the management and use of IT/IM resources.
  • Serve as liaison with program offices regarding the application of enterprise architecture principles and standards in meeting priority business requirements.
  • Contribute to the development of OCIO planning artifacts such as the IT/IM strategic plan, IT roadmap, data strategy, and IT/IM performance metrics.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (13) in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as experience in applying enterprise architecture principles and standards, and federal laws and regulations to achieve agency business needs; applying the principles, theories, and practices of business and system analysis towards problem solving; and independently developing internal policies, guidance, technical materials, procedure manuals, and presentation to the effective management and efficient use of IT/IM resources.

The ideal candidate will be able to demonstrate the following:
  • Demonstrate knowledge and experience in enterprise architecture principles and standards; and evaluating proposed architecture changes to achieve agency business needs.
  • Demonstrate experience in applying federal laws and regulations; and developing internal policies and guidance pertaining to the effective management and efficient use of IT/IM resources.
  • Demonstrated experience in serving as a liaison with program/business offices regarding the application of enterprise architecture principles and standards; applying the principles, theories, and practices of business and system analysis towards problem solving; and leading discussion on design criteria, features, and affected business processes.
  • Demonstrated experience in developing and delivering technical and policy materials, procedure manuals, presentations, and user guides for a variety of audiences.

    The duty location of this position is Rockville, MD. In general, employees are expected to be in the off ice 4 days per pay period. Telework schedules are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.

    A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
