Duties

  • You will analyze management information requirements for the operation of defense of hosted information systems and services to develop program or administrative reporting systems including the systems specifications and related activities.
  • You will identify and develop the data required for use in the management and direction of cybersecurity programs and will develop management and/or program evaluation plans, procedures, and methodology .
  • You will develop new or modified administrative program policies, regulations, goals, or objectives
  • You will develop life cycle cost analyses of projects or perform cost benefit or economic evaluations of current or projected programs.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 752 within 6 months of appointment.


Qualifications

NO-05: I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: will analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of Marine or Navy enterprise networks program operations in meeting established goals and objectives.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: advise on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: advise on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analyze and evaluate agency functions and activities being considered for conversion to contract operations and overall IT contract strategy of the command.

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level NO-04 (GS-11) or pay band in the federal service or equivalent experience in the private or public sector developing network program operations, cybersecurity programs, information systems; AND be a subject matter expert in IT contract strategy; able to analyze legislation/regulations that support cybersecurity and Cyberspace.

NO-04:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

3 years of progressively higher level graduate education leading to a Ph.D. degree
or
Ph.D. or equivalent doctoral degree
