Duties

The duties and responsibilities of the Executive Director include the following in the interest of promoting opportunities for people with significant disabilities including blind individuals:
  • Carry out the vision of the AbilityOne program to create employment opportunities for people with significant disabilities including blind individuals.
  • Partner with other federal agencies as part of a whole of Government approach to relevant issues.
  • Recommend legislative, policy, or procedural changes necessary to achieve the goals of the program.
  • Review the performance of the designated central nonprofit agencies.
  • Establish, update, and maintain cooperative agreements with the central nonprofit agencies.
  • Establish and maintain relationships with organizations representing people with significant disabilities, including blind individuals.
  • Determine the suitability of items for addition to or deletion from the Procurement List.
  • Establish the fair market price for contracts on the Procurement List.
  • Monitor the qualification status of nonprofit agencies
  • Provide sound oversight and ethical leadership on all responsibilities of the Commission as a Federal agency.
  • Act as a spokesperson for the Commission and the AbilityOne program with federal agencies, stakeholders, and the public.

The Executive Director reports to the Chairperson of the AbilityOne Commission or to the Vice Chairperson of the Commission in the absence of the Chairperson. The Executive Director exercises significant discretion and independence.

Qualifications

Minimum Qualifications:

Must possess at least one year of specialized experience at the GS-15 grade level or equivalent experience in the private or public sector performing the following duties:
  • Providing executive leadership and managerial capabilities to a program focused on the employment needs and rights of people with disabilities; and
  • Serving as the subject matter expert (SME) in regards to the federal procurement process for an organization.

    Building Coalitions : The ability to build coalitions internally and with other Federal agencies, the Congress, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    TECHNICAL QUALIFICATIONS:

    TQ1: Executive leadership experience including oversight of financial, IT, HR, and procurement functions.
    TQ2: Experience working across numerous stakeholders with divergent interests and goals.
    TQ3: Demonstrated ability to manage, market and grow a multi-billion program
    TQ4: Experience in public policy, rulemaking and/or federal procurement
    TQ5: Knowledge of and enthusiasm for expanding the voice of people with disabilities in policy development, outreach, and stakeholder communication.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

    Education

    There is no substitution of education for experience at the grade level of this announcement.

    • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
    Physical Demands: The work is mostly sedentary requiring lengthy periods of review, research, and concentration. Physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

    Working Conditions: Work is generally performed in an office environment. Some travel may be required to attend conferences, trade shows, meetings, and customer site visits.
