The Washington Metropolitan Area Transit Authority is seeking a Senior Transit Asset Management Analyst for the Transit Asset Management Office (TAMO). The successful candidate will be part of the Reliability Engineering Asset Management (REAM) department.

The candidate will play a pivotal role in supporting the development of Metro's transit asset management information plan and technology strategy.

This is a dynamic role which will provide a significant opportunity for the candidate to coordinate and to implement best practices for asset management. The successful candidate should be a motivated individual with proven skills in identification, review, approval, implementation of all enterprise asset management systems changes, enhancements, upgrades, and technical quantitative/ qualitative analysis. The ideal candidate will also have excellent interpersonal skills as well as excellent communication skills; both written and oral.

The successful candidate must have a comprehensive understanding of Asset Management and an understanding of Reliability Centered Maintenance practices are preferred. Prior experience with the Maximo Enterprise Asset Management system is also preferable.

MINIMUM QUALIFICATIONS

Education
  • Bachelor's Degree in Information Technology, Computer Science, Management Information Systems or related field.
    • In lieu of a Bachelor's Degree, a high school diploma and four (4) years of experience designing, deploying, maintaining and/or supporting EAM systems.

Experience
  • A minimum of six (6) year of experience in the design, oversight, testing and operation of complex asset management systems or business processes.
  • Experience designing, deploying, supporting and maintaining Maximo or other EAM applications.
  • End-to-end IT EAM application coordination and support experience, preferred.

Certification/Licensure
  • N/A

Preferred
  • Graduation from an accredited college or university with a Bachelor's Degree in Computer Information, or related field.
  • Thorough knowledge of Maximo Transportation.

SUMMARY

The Senior Enterprise Asset Management Analyst is responsible for monitoring and administering Washington Metropolitan Area Transit Authority's (WMATA) Transit Asset Management Business Systems to include, supporting the development of Metro's transit asset management information plan and technology strategy.

Incumbent is responsible for the identification, review, approval and implementation of all enterprise asset management system changes, enhancements, and upgrades. Monitors and oversees the appropriate use of asset management systems and enforces adherence to published system standards, processes, and guidelines. Assist the Transit Asset Business Systems manager with prioritization of assignments and provide guidance, oversight, and training to other Analysts with regards to department operations and procedures. Provides support to users on technical applications, including answering questions relating to function and usage of the Enterprise Asset Management System.

ESSENTIAL FUNCTIONS
  • Creates functional designs by analyzing user requirements, constructing work flow and diagrams of business processes, reviewing system capabilities, and translating business user needs into proper system requirement specifications for transit asset management systems. Improves business processes through Gap analysis and determining Gap fit.
  • Implements change management process, determines risk, prioritization, and adherence to change management policy, to verify business justifications for system changes.
  • Collaborates with departmental asset owners to determine asset management needs; develops training and reports to determine root cause of asset data issues
  • Guides business customers through business case development for new applications/functionality, including cost / benefit analysis and risk / impact analysis
  • Works closely with IT and drive department Asset Management projects to successful completion.
  • Supports data migration projects, conversions and product upgrades, to ensure that all assets are maintained and updated in the enterprise asset management (EAM) system in accordance with corporate and federal requirements.
  • Researches and recommends automation opportunities to replace manual processes, to create efficient and streamlined approaches to manage the transit asset lifecycle.
  • Performs data analysis for the purposes of data standardization of the existing enterprise asset management system.

OTHER FUNCTIONS
  • Coordinates and, on occasion, acts in the manager's absence on all enterprise-level transit asset management information activities and ensures all asset-level information supports the overall transit asset management strategy. Investigates, troubleshoots, and provides resolution to the database and functions of the various applications. Provides required training to the end user and performs application upgrades when required.
  • Identifies areas where training is needed for usage of the enterprise asset management system and develops training to improve end user and subject matter experts overall competency of the enterprise asset management system (i.e. Maximo).
