WATCH OFFICER, SENATE OPERATION CENTER (SOC)

NATURE OF WORK

This is professional work within the Office of Security Emergency Preparedness Continuity (OSEPC) and is responsible for collecting, analyzing, and prioritizing critical time-sensitive data for the purpose of situational awareness and decision making. Work requires close coordination within the Senate and with other Federal, State and Local Command, Operations, and Fusion centers resulting in the establishment and maintenance of a common operating picture for the Senate, its Members, facilities and activities. Work involves leveraging open source, media, WebEOC and Microsoft Teams platforms plus official government information to develop situation reports and briefings for Senior Staff and Officers; supporting communications during Test, Training, and Exercise activities; providing intermediary support to Members and staff seeking assistance with safety and security related programs. Work is performed under the direction of the Manager, Senate Operation Center.

EXAMPLES OF WORK

• Obtains, analyzes, and processes information to determine what is pertinent to the event/incident and the stakeholders receiving the information; identifies information shortfalls, critical issues, and sources for obtaining the required information.

• Maintains situational awareness of planned or unplanned events and incidents that may affect the personnel, facilities, or business of the United States Senate.

• Acts in the SAA’s best interest during any shift; takes responsibility over the watch during all hours; serves as the point of contact for After Action Reports; passes relevant and important information up the chain of command; ensures equipment and systems are in working order; and ensures adequate coverage of shift operations with qualified/trained personnel.

• Supports the operations of the SOC and other programs during daily operations, planned events, and incidents through the development of situation reports or other briefing materials, as directed.

• Coordinates with other Command, Operations, and Fusion centers and designated stakeholders for clarifying information on potential impacts to Senate Members, staff, facilities, and operations.

• Coordinates with and maintains good working relationships with SAA and Legislative Branch stakeholders with responsibilities for Member and staff security and safety.

 • Provides intermediary support for OSEPC programs from Member, Committee, and staff offices to include items such as (but not exclusive to) basic troubleshooting and information and database support.

• Identifies and promotes issues with a potential to affect Senate operations to the SOC Manager. 

• Reviews and analyzes the specifics of reports and incidents to determine level of importance, priority, assistance, coordination, and action.

• Provides Test, Training, and Exercise program support for communications and SOC activities.

• Works with SOC Leadership to develop, maintain, train personnel, and operationalize Watch Desk plans, policies, and procedures.

• Trains upon, and maintains proficiency on, unclassified and classified communications systems used by the SOC for coordination, alert, and notification.

• Develops and delivers briefings to Senior Staff on the current Senate operational environment, as directed.

• Collects and analyzes information from a variety of sources, information feeds and contacts thereby developing Senate - specific situational awareness used in standard and specialized reports, summaries and briefings for the SOC, senior Senate Officers, and staff, as directed.

• Supports development of and may be required to facilitate briefings for Leadership, senior Senate staff, and external stakeholders as directed.

• Implements alert and notification of personnel and programs at the direction of authorized personnel.

• Supports the activation of specific programs at the direction of the SOC Director or Manager. 

• Leads the Situation Unit of the SOC to ensure a common operating picture is developed and maintained.

• Provides intermediary support for OSEPC programs from Member, Committee, and staff offices to include items such as (but not exclusive to) basic troubleshooting and information and database support.

• Identifies and undertakes research and planning projects that address SOC mission requirements at the request of, or with the permission of, the SOC Manager.

• Provides emergency/crisis support and is subject to recall to the Senate Operations Center primary location, an alternate Continuity of Government facility, or telework site during emergency operational support conditions, training, or exercises. Such incidents may require the employee to work extended hours and days outside the normal work schedule

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in an office environment on-site and is essentially sedentary, with occasional walking, standing, bending, safely carrying items less than 25 pounds such as books, papers, files, etc., and may require extended periods of computer use. Work exposes the incumbent to cool office conditions with considerable noise. Incidents may require the employee to work extended hours and days outside the normal work schedule.

MINIMUM QUALIFICATIONS

Work requires a Bachelor’s Degree in criminal justice, homeland security, emergency management, or a related field, and three to five years of experience in operations and planning; or any equivalent combination of education and experience that provides the following skills, knowledge, and abilities:

● Ability to remain calm and provide accurate details during stressful situations.

● Skill and ability to effectively communicate verbally and in writing with a wide variety of personnel through various methods for the purposes of receiving, reporting, and coordinating information and communication plus providing input or revising guidance and procedures.

● Skill in recognizing critical, time sensitive information from the flow of routine information and in taking immediate action to alert appropriate personnel.

● Knowledge of the relationships between Federal, State, local, territorial, and tribal law enforcement, intelligence, and emergency services operations.

● Knowledge of a wide range of crisis, incident management, and security concepts, principles, and practices to independently review and analyze related requests for information, incidents, and notifications.

● Knowledge of principles and current planning methods for continuity and business recovery operations, and emergency management.

● Skill in the analysis of open source searches.

● Knowledge of using a Common Operating Picture in an incident-based operations center environment.

● Ability to develop effective working relationships with Senate staff, local, state, and federal law enforcement and security agencies.

● Ability to exercise tact and discretion with others regarding sensitive and confidential issues.

● Ability to analyze difficult and complex issues and make recommendations for action.

● Ability to conduct research and prepare analyses and reports.

LICENSES, CERTIFICATION AND OTHER REQUIREMENTS

• Position requires the ability to obtain and maintain a Top-Secret/Sensitive Compartmented Information (TS/SCI) security clearance.

● This position requires a valid driver’s license.

● This position requires the ability to obtain Incident Command Systems (ICS) -100, 200, 700, and 800 certifications.

● This position requires the incumbent to be available at all times for sudden recall in response to emergency events affecting the Senate campus/community, and to potentially deploy to alternate sites in support of the Senate’s contingency operations.
