Duties

  • You will interpret information in blueprints, charts, and sketches to adjust, replace, and repair boiler system equipment.
  • You will log hourly readings on equipment (e.g., gauges, meters, recorders, boiler water level indicators) to screen for abnormalities.
  • You will observe readings on gauges, meters, detectors, recorders, boiler water indicators, or computer generated and analog displays to detect danger signals in operations.
  • You will follow job guides, regulations, technical orders, or operating procedures to maintain or repair boiler systems.
  • You will adjust feed water regulators and pumps, thermostats, and electrodes to maintain operation.

  • You will be required to successfully complete a pre-appointment physical examination.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to obtain and maintain a current valid United States driver?s license.
  • Incumbent is required as a minimum to possess or obtain within on year, a valid fourth-class operator license using National Association of Power Engineers criteria or it's equivalent.
  • Incumbent required to be certified as a state of Virginia Visible Emissions Evaluator if testing provided.
  • The incumbent may be assigned to a similar position at any site or workstation within NAVFAC Midlant area, as a condition of employment.
  • This position is designated as ALPHA and incumbent will be required to report in emergencies and inclement weather.
  • Incumbent will be required to receive confined space training prior to assuming duties that require entry into a confined space.

This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: Ability to do the work of the position work of the postilion without more than normal supervision including the following: 1) Assist in operating semi-automatic gas/oil fired high pressure boilers and auxiliary equipment (e.g., turbine and electric feed water and fuel pumps, electric driven forced draft fans, air compressors, water softening, and de-aerating equipment); 2) Assist with adjusting fuel feed controls; and 3) Changing from gas to oil.

Working Conditions
Hazards encountered in this rating are not unusual, except for furnace explosions, which happen occasionally due to the nature of fuel being burned. Adequate ladders, stairways, and protective guards are provided where feasible. However, employee could be injured by falling or by bumping into overhead pipes or beams while performing work. There is danger of cuts, burns, broken bones, and/or bruises. Power and heating boiler plants may contain asbestos insulation and lead pain. Job site working environment involves exposure to hazardous equipment, pumps, air compressors, combustion fans, energized electrical equipment, sharp edges, and high pressure boilers, valves, and piping. The hazards are always present and are part of normal working conditions associated with steam production operations. Works indoors 80% of the time and outdoors 20% of the time. Work involves uncomfortable conditions such as excessive heat, dry atmospheric conditions, constant machinery noise, dust, dirt, and soot. There is some danger of entanglement in moving machinery. There is also some danger involved when climbing ladders and working outside in cold weather and icy conditions.

The incumbent must be able to work overtime as required.

Work is recurring and schedules rotate on a periodic basis. Schedule may be one of three shifts for 24-hour watch requirements or 10 days on and four days off.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

A forty hour work week is typical for this position.

Physical Demands
Work requires constant standing, walking, crouching, stooping, bending and climbing ladders. Must have keen hearing in both ears and normal vision.
Close attention of eyes to meters, gauges, charts, etc., and the ability to distinguish primary colors. Works in and around boilers and associated equipment. Moderate to heavy physical exertion is required in manipulation of valves and controls and other boiler related tasks. Frequently lift weights up to forty pounds unassisted. Heavier items are lifted with assistance. Heavy exertion is required when lifting pieces of equipment, pulling on wrenches to open/close valves, and lifting salt bags. Full use of arms, legs, feet, and fine versatility in finger and hand movements necessary in the manipulation of controls. Incumbent physically fit to work continuously in areas with intermittent pollutants such as toxic fumes, boiler flue gases, dust, smoke, and chemicals used in boiler water and steam treatment.
