Duties

The Executive Director has overall Commission-wide responsibility for implementing, through its operating divisions and offices, the management and administrative policies and decisions of the Commissioners. The Executive Director serves as a key management advisor to the Commissioners. The Executive Director is responsible for ensuring the agency meets its mission defined in HAVA. The Executive Director's responsibilities include:
  • Ensuring that EAC administrative activities comply with governing statutes and regulations in support of the effective and efficient accomplishment of EAC's mission.
  • Understanding HAVA and other election laws, regulations, and legal decisions pertinent to the EAC mission to assist with agency oversight.
  • Maintaining good relationships with the U.S. Congress and the various EAC oversight committees and governing bodies of elections, including, state legislatures, city/county officials, and EAC FACA boards.
  • Ability to establish program/policy goals and the structure and processes necessary to implement the organization's strategic vision and mission, to ensure that programs and policies are being implemented and adjusted as necessary, that the appropriate results are being achieved, and that a process for continually assessing the quality of the program activities is in place.
  • Providing periodic assessment of the administrative efficiency and managerial effectiveness of the EAC through strategic planning including: program reviews, reviews of programmatic goals and outcomes, and resource utilization in achieving results.
  • Consulting with and advising Divisions and Offices on general management and operating practices affecting their substantive program areas.
  • Developing solutions to potential and existing barriers that may limit or impede goal achievement.
  • Planning, assigning, and appraising work products to assure high levels of performance.

The Executive Director is appointed for a four (4) term and reappointed by the Commissioners. Major policy and program issues are discussed and resolved jointly. Many important decisions are made independently by the incumbent, with cursory discussion or none at all. Contacts are initiated and maintained independently, including those with high level state, local, and government officials. Has authority to commit the project/program on technical and management issues, and the incumbent's decisions and recommendations are accepted as authoritative. Review is to assess effectiveness as a manager, and to determine effectiveness of assigned programs in helping to achieve EAC's overall objectives.

Qualifications

The Executive Director has frequent contact with key officials throughout the country, and high-level contacts with officials of other government agencies and external organizations. These contacts often involve contentious and complex questions of agency direction and resources, as well as matters of policy, and require an extraordinary degree of tact, customer service approach, awareness, and communication skills.

Your resume must include information that emphasizes progressive leadership responsibilities for positions held to include the scope and complexity, program accomplishments, and results of executive actions taken. Additionally, the resume must include information that addresses how your qualifications relate to the Mandatory Technical Qualifications (MTQs) and the Executive Competencies.

Qualifications

To qualify for the position, you must possess at least one year of specialized experience equivalent to the GS-15 level in the Federal service, or comparable experience gained outside federal service.


Specialized Experience is defined as experience in managing two or more of the following functional areas: strategic and operational planning, budget and financial management (which may include procurement), human capital management, management operations (including space, facilities, physical and personnel security), and records management/legal proceedings/or agency secretariat functions.

Must demonstrate the ability to perform at an Executive Level - see competencies below.

Mandatory Technical Qualifications
  • Extensive management experience in planning, leading, and directing a broad range of operational programs and functions. Expert level experience in overseeing complex operational budgets and financial management functions including management controls related to financial stewardship responsibilities. Demonstrated ability to lead a broad program of management support functions at a major organizational level, including strategic and operational planning; human capital management; information technology; procurement; space and facilities; physical and personnel security; and records management/legal proceedings.
  • Senior level management experience and skill in enabling the effective delivery of an organization's mission while adhering to the laws and regulations governing administrative programs, internal operations, and services. This experience must reflect a record of successful customer communication, outreach and collaboration, accountability, and continuous program improvement of internal business processes and systems.

  • Education

    Bachelor's or higher degree in a related field is preferred.
