Minimum Qualifications:

Education
  • Associate's Degree in Automotive Technology, OR,
  • Associate degree (non-specific) with two (2) years of experience in a related field which includes Manufacturing, Fleet Maintenance (Heavy Equipment, Vehicles, Trucks, or other Fleet Equipment), Design Engineering, Production Management, Fleet Buying, Specification Writing, Fleet Sales Associate, and/or Fleet Manager/Supervisor.

Experience
  • Minimum of five (5) years of experience: conducting data analytics and visualization activities using vehicle fleet data; developing reports, presentations, and other documents; developing and/or analyzing maintenance programs for a large transportation organization; performing work related to fleet industry operations, best practices, policies, methodologies and challenges.

Summary:

The Non-Revenue Fleet Analyst is responsible for providing analytical support in the development and execution of reports to find opportunities for improvement within the context of the Authority's goals and initiatives. Analyzes data to monitor shop productivity, effectiveness, and equipment utilization. Assists program offices with the execution of vehicle fleet management studies and analyses. Applies knowledge of fleet management and best practices to improve fleet management functions' operational efficiency, environmental performance and asset management. Conducts research, analyzes, develops, and organizes information, develops customer deliverables, and attends or participates in meetings. Prepares materials for guidance including documents, presentations, reports, and briefings.

Essential Functions:
  • Analyzes and evaluates the performance reliability of automotive and heavy-duty truck systems and subsystems to determine the source failures and whether they are related to equipment problems or improper maintenance. Recommends appropriate remedies to include revised preventive maintenance inspection schedules, alternative component or part suppliers, tighter warranty provisions or modifications to the equipment. Develops fleet-wide campaigns to resolve problems and evaluates results for future maintenance.
  • Reviews maintenance records, particularly incident and inspection reports and vehicle repair orders, to ensure they are properly completed and processed. Maintains up to date files related to equipment configuration changes for each vehicle asset, and ensures all technical documentation is accessible to mechanics and maintenance staff for reference.
  • Establishes and maintains a comprehensive quality and configuration management system for tracking the performance of newly procured items, items repaired on contract and existing equipment. Ensures that maintenance milestones, technical reviews and audits, specifications and configuration baselines are properly maintained, and that all variations are accurately documented, in accordance with mandated requirements.
  • Analyzes and recommends alternative corrective actions on maintenance problems and prepares technical reports for management outlining the effects of these methods and procedures on vehicle performance.
  • Develops and monitors productivity measures for each functional area of automotive fleet maintenance, adjusting standards to minimize time, cost and labor requirements; establishes and maintains preventive maintenance and inspection programs and develops equipment performance standards for Authority and service vehicles. Where warranted, suggests modifications in automotive and heavy-duty truck equipment or systems to enhance their performance.
  • Reviews the performance of the various service vehicle shops and determines their success or failure in meeting quality control standards, recommending necessary adjustments to correct deficiencies.
  • Provides Fleet management reports that establish low use thresholds for each class of vehicle and use them to classify vehicles each year to remain properly sized, composed and utilized. Tracks costs associated with under-utilized vehicles to ensure that retention and transfer of these vehicles is not increasing costs.

OTHER FUNCTIONS
  • Attends training sessions to maintain up-to-date knowledge of maintenance programs and ensures that all technical information acquired in training sessions, contractor sponsored classes or through field testing is provided to appropriate WMATA personnel or incorporated into the maintenance training curriculum.
