Sr. Manager in Charge of Human Resources Full-time/Full benefits Located in Washington, DC Metro Area - Hybrid with some onsite work Your Responsibilities As the Human Resources Senior Manager, you will be responsible for leading and executing all aspects of the Human Resources (HR) function including benefits administration, HR information systems selection and maintenance, talent acquisition and retention, performance management, setting of and adherence to policy, compliance with legal requirements and creating processes for onboarding, offboarding and employee recognition. The individual in this role coordinates the policies, activities, and staff of the Human Resources (HR) department, and ensures organizational legal compliance and employee happiness. Candidate stays current on the ever-changing employment law landscape The ideal candidate manages without day-to-day guidance from senior company leadership and is able to propose solutions and recommendations to senior management. This is a hands-on role that includes management of the HR function as well as doing work associated with the HRIS, administering benefits, and conducting activities for employee onboarding/offboarding, performance management, and application of policies . Responsible for the planning, developing, and administering of all corporate human resource programs Expert in the planning, developing, and administering of employee benefits, compensation, leave, and corporate policies Responsible for talent management, talent strategy, employee retention, and company morale Responsible for staff performance management including, but not limited to, performance recognition, morale, occupation health and safety, equal employment opportunity, training and development, and disciplinary matters Supervisory specific responsibilities include but are not limited to: Responsible for the day-to-day performance of the HR Department and assigned staff Provide oversight of the daily workflow Ensure high performance of the company's Talent Acquisition Management operations Facilitate professional development, training, and certification activities for HR staff Understand the needs of the organization and industry trends, and select and administer competitive benefits and incentive programs that meet the needs of the organization Responsible for working with the accounting team on employee payroll, time and expense implementation, and resolution of issues Monitor and ensure the organization's compliance with federal, state, and local employment laws and regulations, complete the filing of employment-related compliance reports, manage compliance with Dept of Labor and Affordable Care Act regulations Recommended best practices; review and modify policies and practices to maintain compliance. Manage the HR compliance and the employee relations function including policy updates and Employee Handbook Responsible for the discipline and termination of employees in accordance with company policy Identify staffing and recruiting needs collaborate with executive leadership to develop and execute best practices for hiring and talent management Manage the talent acquisition process, which may include recruitment, interviewing, initiating and assessing background investigations, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; picking the appropriate software tools and products, collaborating with departmental managers to understand skills and competencies required for openings Analyze trends in compensation and benefits; research and propose competitive base and incentive pay programs to ensure the organization attracts and retains top talent while keeping budgets in mind Conduct research and analysis of organizational trends including review of reports and metrics from the organization's human resource information system (HRIS) or talent management systems Lead employment branding initiatives Perform other duties as assigned Required Skills/Abilities: Minimum of 6 years of experience working in the Human Resources role across all domains to include benefits selection and administration, employee performance and discipline management, talent management, and acquisition at a small to medium-sized company Extensive experience with HR operations, HR legal knowledge, managing multiple priorities, working in a multi-generational and multi-cultural workforce, problem-solving and conflict resolution, setting and executing talent acquisition and retention strategy Experience performing in an HR management role in a company heavily engaged in federal contracting, including required compliance tracking and reporting Experience managing HR staff, including mentoring, task management, and performance appraisals. Thorough knowledge of employment-related laws and regulations Demonstrated experience with learning about the duties and competencies of different roles within the organization Strong proficiency and experience with HRIS, ability to quickly learn the company's HRIS, and ability to manage the HRIS Demonstrated experience working in an information technology or professional services organization. Working knowledge of Applicant Tracking Systems (ATS) Experience designing performance tracking and evaluation processes and execution Excellent verbal and written communications skills Excellent interpersonal and negotiation skills Excellent organizational skills, attention to detail, and analytical and problem-solving skills Excellent time management skills with a proven ability to meet deadlines Strong supervisory and leadership skills Ability to adapt to the needs of the organization and employees Ability to prioritize tasks and delegate them when appropriate Proficient in the use of social media and job boards Proficient with Microsoft Office Suite including SharePoint A leader and strategic thinker Familiarity with Service Contract Act requirements preferred Education and Experience: Bachelor's degree in Human Resources, Business Administration, or related field required; Master's degree preferred At least five years of human resource management experience is required Professional Human Resources certifications highly preferred Our Company + Your Future Artemis Consulting is an IT Services and Management company that supports a variety of government agencies in their goals of providing transparency and in making their services easier to access using leading-edge and open-source technologies.
