CCP is a global organization that manages 25 country offices and activities in more than 40 countries across Africa, Asia and Latin America along with work in our hometown of Baltimore. Our more than 500 staff operate 25 awards funded by a diverse array of bilateral and multilateral donors and individuals, including USAID, the Bill & Melinda Gates Foundation, The World Bank, and others. Over the past several years, our annual turnover (sponsored revenue and expense) has averaged $100 million. Our work impacts public health indicators at a grand scale. CCP is housed within the Department of Health, Behavior and Society, one of the ten academic departments that constitute the Bloomberg School of Public Health at Johns Hopkins University. We are seeking a Director of Finance and Operations (DFO) whois the senior most financial and administrative officer and is responsible for comprehensive financial, operations, and administrative oversight of CCP. The DFO is a strategic partner and trusted advisor to CCP's Executive Director, Deputy Directors and Leadership Group. This position provides leadership and management over CCP's financial and administrative processes as a foundation for the organization to achieve its strategic goals. The DFO serves as the operational link to CCP's home Department (Health, Behavior & Society) and collaborates with other Johns Hopkins University (JHU) and Bloomberg School of Public Health (JHSPH) leaders in ensuring alignment with School and University-related initiatives and policies. The DFO needs to bring critical analysis and a practical and strategic approach to problem solving. Specific Duties & Responsibilities: This position reports to The Executive Director of the Center for Communication Programs, with a dotted line to the Department Administrator (who, in turn, reports to the Chair of the Department) and supervises several senior finance and operations staff members. Collaborate with Executive Director, Deputy Directors and Leadership Group in setting and driving organizational vision and operational strategy. Align organization's Mission with an operational strategy that encourages cooperation, accountability, innovation and impact. Align finance and operational processes and systems across the Center to support mission imperatives. In collaboration with the Leadership Group, translates strategy into actionable goals for performance and growth. Finance Direct the organization's finance and accounting functions worldwide and provide expert advice and guidance on all financial matters. Directs all CCP-specific financial functions, including, but not limited to accounting, budgetary planning and controls, invoicing, cash receipts and disbursements, financial planning, forecasting and analysis, accounts payable, management information systems, procurement, tax compliance, budget planning and reporting. In all of the above, working within the policies and direction of JHSPH and JHU finance and international operations. Work with Johns Hopkins University Treasury in assuring services in support of CCP's programs, banking and foreign exchange and risk management. Supervise management of grant, gift and project budgets for the Center. Oversee development, preparation, and management of annual Center operating budget. Provide strategic guidance on preparation of select grant and contract proposals. Review proposals before submission to Johns Hopkins University Research Administration. Support the pre-award staff to clarify responsibilities and refine processes and templates. Facilitate collaboration between pre- and post-award finance staff on proposal development. Oversee all non-sponsored accounts to include monthly and/or quarterly reports on all finances for the Center. Participate in JHSPH-related budget meetings and respond to requests for information and data in an accurate and efficient manner. Serve as the gateway for financial reporting to JHSPH, including base projections and 990 reports. Ensure that all accounts are monitored and balanced to prevent shortfalls. Ensure proper and accurate spending of all programs in accordance with JHU, State, Federal and sponsor specifications. Supervise the monitoring of contractual agreements to assure that all funds are received and deposited properly. Serve as primary signing authority for SAP transactions. Ensure timely investigations of any financial irregularities across CCP's global offices and facilitate communication with donors on these matters. Ensure that the JHSPH Executive Vice Dean for Finance and Administration, Johns Hopkins Office of General Counsel, the University Vice Provost and Chief Risk and Compliance Officer and the Office of Hopkins Internal Audit are kept informed and collaborate with them as required. Operations & Compliance Establish and support a culture of compliance ensuring adherence to donor, JHU, JHSPH, federal, state, and local business requirements, enforcing compliance and taking action where necessary. With JHSPH Facilities Management, support the facilities function including leasing arrangements and ongoing facilities maintenance in Baltimore, Maryland and Washington DC. Supporting facilities functions including leasing arrangements worldwide. Oversee the day-to-day operations for the Center globally, to include country registration; travel policy and procedure; tax compliance and legal consultation. Act as CCP's liaison with internal and/or external auditors to ensure soundness, adequacy, compliance, and cost effectiveness of CCP's worldwide financial and operational systems. Guide the Center's audit policies, procedures, and action plans. Guide CCP's collaboration and compliance with important structures and functions of the JHSPH and JHU. These include the Department Chair, Executive Vice Dean for Finance and Administration, the Divisional Business Officers' group; the Office of the Provost including Johns Hopkins University Research Administration; Office of the Vice Provost for Risk Management; Office of the General Counsel; Office of Hopkins Internal Audit, Office of the Controller and Office of the Treasury. Serves as the Center's Business Officer, participating in JHSPH cross-divisional administrative meetings. Ensure that systems are in place for subrecipient monitoring and compliance, and that staff are properly conducting that oversight. Oversee the Center's effort reporting system ensure that the tracking of staff salary allocations are equitably distributed amongst the FAs. Oversee the development of operations-related knowledge management systems. Model good knowledge management behavior and insist on similar behavior from staff. In collaboration with University Procurement, oversee and direct CCP's procurement function for program and administrative supplies and equipment with the goal of ensuring cost effectiveness and timeliness of the acquisition of supplies and ensuring that procurement is carried out within the confines of all required regulations, JHU, JHSPH policies and in a timely fashion to meet program goals. Human Resources & Staff Supervision Create a highly inclusive culture among finance and operations staff to ensure that members thrive, and organizational outcomes are met. Lead the Center's Finance and Administration Unit. Hire, supervise and manage the work of several CCP senior finance and administrative staff. Promote their development through training, counselling, and performance evaluation. Conduct timely annual performance reviews. Work with CCP Senior Management to be sure staffing is adequate and that staff are working together as a team to meet compliance and sponsor deadlines. Review, refine and revisit as necessary the structure of CCP's Finance & Administration Unit to ensure clarity of roles, equitable distribution of work, effective use multiple levels of staff. Oversee the development of continuing education systems that ensure the proper orientation and on the job training of Center finance and administration staff worldwide. Minimum Qualifications (Mandatory): Bachelor's Degree in Business Administration, Finance, Accounting or related field. 8 years' progressively responsible experience in international financial operations and international NGO leadership. Well-honed strategic thinking skills with the ability to be flexible and adaptable and revise strategies as necessary. Demonstrated knowledge of United States Agency for International Development grants and contracts and their administration and accounting requirements. Knowledge of US Government cost principles, rules, and regulations (including Federal Acquisition Regulations (FAR) and USAID Acquisition Regulations (AIDAR). Strong financial management and project management skills and the ability to support a process improvement environment. Accounting, budget, grant preparation and management experience. Demonstrated record of success and accomplishment in leadership roles in global organizations. Demonstrated ability to work collaboratively with leadership team members, finance and program staff, external partners, and financial sponsors in a complex high performing organization. Strong organizational, interpersonal and negotiation skills. Ability to work in a team-oriented environment. Demonstrated experience in supporting program and technical staff to ensure resources are used efficiently and to accurately account for expenditures. Exceptional computer skills, particularly in Microsoft Excel, and experience using commercially available accounting software programs. Excellent communication skills in English, both verbally and in writing. Ability to effectively interact with the internal organizational units within JHU and JHSPH. Preferred Qualifications: MBA or MPA. 12+ years' progressively responsible experience in international financial operations and international NGO leadership Special Knowledge, Skills & Abilities: Ability to communicate effectively in another language relevant to CCP's programs, such as French, Spanish and/or Portuguese. Prior experience with SAP highly desirable. Working knowledge of JHU administrative computing systems including SAP a plus. Experience with international financial systems highly desirable. Technical Qualifications or Specialized Certifications: CPA, CMA, or CIA desirable. Supervisory Responsibility: Supervises 10 - 14 positions that include: Senior Financial Manager, Senior Program Officer II, Senior Program Officer I, Financial Manager, Senior Grants and Contracts Analyst, Budget Analyst, Grants and Contracts Manager. Budget Authority: The Center for Communication Programs' annual budget averages $100m.
