Duties

As a Safety and Occupational Health Manager, you will perform the following duties:
  • Serve as the National Weather Service (NWS) Safety and Environmental Compliance Officer/ Line Office Environmental Safety Compliance Officer (LESCO) leading a team of Safety and Environmental professionals to successfully administer the overall NWS Safety and Environmental Programs, responsible for approximately 170 NWS facilities.
  • Advise agency officials and personnel at all levels on various aspects of safety, health and environmental program management with respect to the agency's program goals and objectives.
  • Develop and execute the NWS Safety Health Environmental Sustainability Action Plan (SHESAP) annual updates, responsible for tracking and trending of all key performance indicators and safety metrics for NWS.
  • Develop and update safety and occupational health policies and procedures, produces and evaluates program metrics through the systematic collection and analysis of occupational safety and environmental performance data in order to decrease incidents and mitigate risks.
  • Lead or support investigations of all events involving personal injury accidents, property damage, security, environmental, and cases of occupational illnesses covering a wide range of work operations.

Due to COVID-19, the agency is currently in an expanded telework posture. NOAA received notice of reintegration to occur on April 25, 2022. This position requires a Public Trust (Moderate Risk) Security Clearance.

EDUCATION: There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-14 level:

SPECIALIZED EXPERIENCE: Applicant must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience MUST include all of the following:
  • Advising occupational safety, health and environmental principles, regulations, consensus standards and program management to senior officials; and
  • Gathering and analyzing safety and environmental data metrics to influence policy.

Substitution of education for specialized experience is not applicable to this vacancy.

CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.   • A copy of your SF-50 "Notification of Personnel Action" documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  • A copy of your latest performance appraisal including your rating; and
  • Any documentation from your agency that shows your current promotion potential.
