Duties

The Deputy Director of Portfolio Strategy is responsible for developing multi-year Division of Clean Energy Demonstration program plans in partnership with other DOE Divisions and to monitor demonstration projects at the portfolio-level through regular, formal assessment and recommended improvements. As the Deputy Director of Portfolio Strategy, you will:
  • Oversee, manage, and direct a team of experts in engineering, strategy, commercialization, regulations, and risk; oversee the full range of operational functions to support Departmental efforts in developing multi-year Division of Clean Energy Demonstration program plans and monitor demonstration projects at the portfolio-level through regular, formal assessment and recommended improvements.
  • Direct organizational activities and frame strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. Incumbent sets all internal control standards for effectiveness, efficiency, and productivity and assess all organizational policy, program, and project viability.
  • Oversee and direct the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the organization; determine the financial and personnel resources needed to achieve mission objectives and support mission operations; identify the need for major organizational improvements and develop the requisite plans and directs implementing actions.
  • Provide technical and administrative supervision over subordinate organization; promote the efficient management of Division resources and assets; assure the effective management of Division programs, activities and resources by developing, implementing, and monitoring DOE-wide policies and systems
    for the full range of Division programs.
  • Provide advice and support to senior OCED and DOE leaders on Portfolio Strategy initiatives. Initiate programs and/or projects, conducts evaluation studies, and recommend new policies and programs for improving OCED Portfolio Strategy capabilities.
    Oversee development of new or modified work methods, organizational structures, and specific supplemental guidelines to provide uniform application in addressing complex portfolio strategy issues across OCED and the Department.
  • Lead and coordinate Portfolio Strategy efforts with public and private stakeholders to develop multi-year Division of Clean Energy Demonstration program plans in partnership with other DOE Divisions and to monitor demonstration projects at the portfolio-level through regular, formal assessment and recommended improvements.
  • Represent DOE leadership and senior OCED leadership within and outside DOE as a senior agency official in meetings with industry, universities, national laboratories, and representatives of domestic and foreign governments concerning portfolio strategy programs that impact the programs overseen and negotiates arrangements pertaining to program logistics, pace, and funding.
  • Provide leadership in dealing successfully with high level officials within and outside Federal Government, State and local government, and in representing the organization to Congress, other departments and agencies, industry leaders, and senior executive advisory panels.
  • Lead Department efforts to strengthen energy sector security and resilience against current and emerging threats and to enhance response and recovery including shared situational awareness.
  • Perform special complex and ambiguous assignments as requested by senior OCED leadership.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.

PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.

PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

Qualifications

Applicants are required to submit a narrative statement for each of the five mandatory Executive Core Qualifications (ECQs) and each of the Mandatory Technical Qualifications (MTQs). Please give a complete and detailed answer for each mandatory qualification.

Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position. Do not enter "Refer to Resume" to explain your answer. Applications directing the reviewer to search within the application or to "See Resume" are considered incomplete and WILL NOT BE CONSIDERED. Failure to submit a narrative statement or address all of the mandatory ECQs and/or MTQs, (if required) is also considered incomplete and WILL NOT BE CONSIDERED.

If you are currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM you are not required to address the ECQs but you must address all MTQs.
If you are a non-SES employee or Non-Career SES employee, you must address each ECQ and MTQ. Failure to do so will result in the disqualification of your application.

Your application must demonstrate that you possess these qualifications. Please provide examples that are clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities.

Executive Core Qualifications (ECQs): The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages.

There are five ECQs:

ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically.

ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be submitted separately addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:
  • Demonstrated knowledge and work experience in leading strategy development for clean energy demonstration projects and evaluating the portfolio requirements to balance risk across a range of clean energy projects.
  • Demonstrated experience working with both government and non-government entities to develop multi-year clean energy demonstration program plans, including conducting evaluation studies, that is used to support new government policies and programs, as well as monitor demonstration projects at the portfolio-level.
  • Demonstrated capabilities in both engineering and business (educational or professional experience) and the application of both engineering and business principals to support clean energy projects.
Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.

There is no positive education requirement for this position.

Additional information

COVID-19 VACCINATION: Executive Order (EO) 14043 requires Federal employees to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. At this time, EO 14043 is subject to a preliminary nationwide injunction.
