Duties

  • Provide advice on acquisition strategy, planning, solicitation, source selection and contract administration acquisition law as a legal expert for the DoDEA Procurement Division.
  • Represent DoDEA in hearings and other administrative proceedings before the EEOC, MSPB, and FLRA.
  • Provide legal advice on questions, regulations, practices, or other matters falling within the purview of DoDEA and DoD, including: conducting, reviewing or advising on investigations.
  • Provide expert legal advice and assistance on civilian personnel matters including: employee relations, equal opportunity and civil rights.
  • Review administrative orders, rules, regulations and statutes related to DoDEA operations.
  • Develop written opinions, presents cases in formal hearings, and conducts negotiations with civilian employees and their private sector legal representatives.
  • Provide legal advice and assistance in formulating DoDEA's position in the areas listed below:
  • Civilian personnel (labor/employment); Government ethics/standards of conduct; education/school; special education; fiscal; Freedom of Information Act/Privacy Act; and litigation before Federal courts, and Federal administrative fora.

  • This position requires a Tier 3 (T3) investigation. Must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience: You must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
  • Currently have a first professional law degree (LL.B or J.D)
  • Currently have active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia and are permitted to engage in the active practice of law.
  • Have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position.
  • Currently have a license to practice law from at least one State, the District of Columbia, or a U.S. commonwealth or U.S. territory.
  • Able to self-certify active status with your licensing authority. Will need to provide the required information for each jurisdiction in which you are licensed in to include:(a) Name of attorney and contact information.(b) Date of self-certification.(c) Name of licensing jurisdiction.(d) License number.(e) Status of license.(f) Contact information for licensing authority.
Bar Membership: You must currently be a member in good standing of the bar of a State, Territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Education

You must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
