The Engineering and Architecture team supports the many different technical requirements needed to keep the system running and to implement needed upgrades to the system. The selected candidate will serve as a Sr. Program Manager responsible for coordinating design projects to ensure that organizational objects are met across all Engineering and Architectural disciplines. This work has wide felt impacts across the organization. The incumbent will take complex problems and develop solutions to address the identified issue or concern. Following through to ensure that the work is complete in a timely and efficient manner will be a key measure of success.
The ideal candidate will have excellent communication and organizational skills to ensure that internal and external customers' needs are clearly understood and addressed. Minimum Qualifications:
A Bachelor's degree in an Engineering discipline field with a minimum of ten (10) years demonstrated successful experience in overall technical project management within in a large engineering and construction project. Thorough knowledge or demonstrated ability to rapidly obtain knowledge of the engineering requirements, program policies and procedures by which the Authority is governed. Knowledge of construction and engineering contract management and administration.
Or an equivalent combination of post-high school education and more than twelve (12) years of progressively responsible experience in overall technical project management with in a large engineering and construction project. Thorough knowledge or demonstrated ability to rapidly obtain knowledge of the engineering requirements, program policies and procedures by which the Authority is governed. Knowledge of construction and engineering contract management and administration.
License:
Registration as a Professional Engineer preferred.

Job Summary/Duties:
This is a senior level program management, administrative and supervisory position requiring the effective and efficient overall program management of the design of a new MetroRail Line segment, construction of a new MetroRail Line segment or rehabilitation of portions of the existing MetroRail and MetroBus system. Employee in this class serves as overall Program Manager for segments of the WMATA rail transit program, or one or more rehabilitation projects with an aggregate value in excess of $200 million, and is responsible for ensuring the work is completed within budget and on schedule. Employee responsibilities include overseeing, managing, and coordinating the development of operable rail segments from conceptualization to revenue operation if a new segment is assigned, including planning, design, and systems engineering; or procurement, construction, contract close-outs, and system safety certification. In the case of MetroRail and MetroBus rehabilitation and replacement the employee is responsible for development of the program for replacement of assets to maintain a state of good repair including overseeing, managing, and coordinating the design, procurement, construction, contract close-out, testing, and safety system certification. Employee determines program needs and requirements, develops procedures and guides all engineering and construction activities to meet project deadlines. Employee is responsible for leading, directing, his/her diverse staff and for the selection of personnel to ensure the highest level of staff competency in carrying out the Authority's program.
Prepares and recommends for approval program schedules, estimates and budgets that are complete, realistic, and fully meet program goals and is responsible for adhering strictly to the approved project schedules and budgets.
Secures commitment from Authority operating departments on preliminary and final design as well as construction contract documents and schedule.
Arranges for program management coordination and controls consistent with both project and operational needs.
Supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided.
Assigns detailed work tasks to be completed by the staff members.
Oversees phase coordination activities to establish schedule priorities, access requirements and allocation of work areas for each contract affected while minimizing fiscal impacts by exercising maximum control and assuring that the work is performed in a safe manner to meet the scheduled revenue operations date.
Conducts program status meetings with staff. Results of the meetings are recorded and summary transmitted to the MDR, ENCP; Office Director, and other Department and Office Directors for appropriate action.
Conducts project status briefings for Authority Officers; the General Manager; WMATA Board Members; Federal, State, Local Government Offices; and Local Civic Organizations as required.
Reviews and comments on the Program Scope design and construction documents at all levels to ensure that program needs, schedule and costs are adhered to; coordination occurs between various departments and aspects of the project; and project elements are cost effective.
Coordinates all major events on the project by assisting various offices to solve mutually dependent items, calling conferences when necessary and chairing meetings.
Assists supporting offices in obtaining major approvals and agreements from city, state, and D.C. jurisdictions including Federal agencies to assure project schedules and goals are met.
Researches and prepares recommendations for complex project management, engineering and construction problems.
