Performs skilled, journeyman level mechanical work, plumbing work, fixtures and valves throughout the pumping stations and McMath Facility. Work shall include, wastewater sludge, hydraulic, air water and chemical lines, performs work on a variety of odor control systems including chemical and carbon to ensure continuous operation of the odor system, troubleshoots and determines equipment problem in order to repair, replace, rebuild or rehabilitate. Performs minor electrical work such as disconnection of wire leads from motors, and/or checking voltage with a voltmeter. Performs corrective and maintenance on pumps up to 600 HP, standby generator, to include starters, water pumps, pre-heaters, etc. Replaces bearings on motors up to 600 HP. Performs maintenance and repair on various types of specialized machinery located in waste pumping stations including pumps, electric motors, blowers, gasoline and diesel engines, generators, air compressors, sewage grinders, trash grinders and other screening and repairs to include the use of shop tools and equipment grinders, drill press, general power tools and hydraulic pulling equipment, acetylene and cutting torches, performs work using precision measurement tools such as micrometer, dial indicator and torque wrench.

Assists identifying of parts required from the equipment diagrams, repair parts lists, and secure repairs parts in order to make necessary repairs or replacement of machinery. Performs location and marking of force-mains. Performance of duties is carried out following all safety procedures at times, this work must be carried out under adverse weather conditions.

Safety Responsibility: Engages in safe working practices and complies with Wastewater safety programs and guidelines. Complies with the DPWES Safety Competencies.

Emergency Service Personnel Designation: Wastewater Management positions are responsible for providing uninterrupted sewer service to residents during extreme inclement weather or other emergencies. This position may be designated as emergency service personnel at any time by the DPWES Director or Division Director. As such, this position is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties. You must make every reasonable effort to be accessible for communication. During unscheduled leave or administrative leave declarations by the County Executive, emergency service personnel are required to report for work.

Illustrative Duties

  • Inspects, repairs, or replaces various types of specialized machinery and equipment located in the wastewater treatment plant and wastewater pumping stations to include centrifugal, piston, and diaphragm pumps, electric motors, blowers, gasoline & diesel engines, generators, air compressors, comminutes, trash grinders and other screening equipment;
  • Performs major rehabilitation and replacement work;
  • Performs corrective and preventive maintenance, and emergency repairs to equipment;
  • Troubleshoots various types of equipment and may utilize Supervisory Control and Data Acquisition system;
  • Determines requirement for repairs through visual inspection and conducting of tests;
  • Assists in the identifying of parts required from equipment diagrams, as-built drawings and repair parts lists;
  • Procures repair parts and materials for mechanical repairs and replacements;
  • Utilizes Computerized Maintenance Management system and/or Enterprise Asset Management system to monitor, create and close out work orders;
  • Maintains records of work required, work performed, and materials used;
  • Performs minor plumbing and electrical work;
  • Performs general maintenance tasks such as wet well cleaning, grounds keeping, and routine building maintenance;
  • Trains and may oversee the work of Plant Mechanic I or Maintenance Trade Helper;
  • Effectively communicates with customers, employees and supervisors;
  • Engages in safe working practices and complies with safety programs and guidelines;
  • Monitors and reports unsafe working conditions;
  • Complies with safety competencies.

Required Knowledge Skills and Abilities

  • Thorough knowledge of the methods, tools and equipment used in mechanical maintenance and repair work;
  • Thorough knowledge of maintenance and repair procedures used in wastewater treatment, pumping station and flow metering equipment;
  • Thorough knowledge of occupational hazards and applicable safety practices;
  • Working knowledge of procurement and supply policies and procedures;
  • Working knowledge of Supervisory Control and Data Acquisition systems (SCADA), Computerized Maintenance Systems (CMMS) and Enterprise Asset Management systems (EAM);
  • Ability to use computers;
  • Ability to observe plant, pumping station, or flow metering equipment and determine whether it is operating effectively;
  • Ability to complete minor electrical and plumbing repairs as necessary;
  • Ability to read, understand and follow manufacturers' service and repair manuals;
  • Ability to keep records and write work-related reports;
  • Ability to train entry level Plant Mechanics;
  • Ability to comprehend and comply to safety practices;
  • Ability to maintain effective relationships with customers, employees and supervisors.

Employment Standards

Any combination of education, training, and experience equivalent to the following: Graduation from high school, or a GED issued by a state department of education, or completion of a registered apprenticeship program and three years of experience in the maintenance and repair of pumps, motors and other wastewater equipment.

A valid driver's license.

Appointees within this classification are subject to a criminal background check, driving record check and pre-employment physical to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Welding experience, experience in methods, tools and testing equipment used by mechanics in the repair or overhaul and preventive maintenance of automotive types of gasoline and diesel engine. Experience diagnosing and tracing hard to locate defects or problems and initiating corrective action. Ability to make independent judgments and decisions within the framework of oral and written instructions, procedures, and accepted trade practices.

Able to lift 50 pounds. Drive 1/2, 3/4- & 1-ton utility truck and operate hoisting equipment. Stooping and extended standing. Frequent exposure to loud noises and rare exposure to airborne substances, routine climbing. Ability to distinguish colors. Must enter confined spaces with weight restriction of 310 pounds.
