Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Land Development Services (LDS) seeks a motivated, collaborative, analytically minded hardworking candidate to oversee processes and projects key to the Department's success. This position would work in the Operations Team; the team's mission is "Align Business, People, Processes and Technology." The successful candidate would embrace that mission to lead the continuous improvement of the Department's business processes. Under the general supervision of the Director of Operations for LDS, the Process and Business Administration Manager-Management Analyst IV position would:
Lead and provide oversight in the integration of the department's vision for performance into the daily operations of plan review, inspections, and permitting processes. Evaluates existing land development-related services provided by county agencies and how they function and integrate within the land development review, inspections, and permit issuance process.

Oversight of staff leading the preparation of LDS response to Board of Supervisors' requests for information and recommendations on issues relating to land development. Oversight of staff leading the collaboration with the Financial Management Branch in the coordination and evaluation of LDS fees. Oversees and guides the development and implementation of the LDS Metrics Program. Oversees the agency’s training and education programs, oversight of staff leading emergency management, the Customer Information Center, management of budgetary approval for LDS fleet and LDS space planning efforts. Supervises management analysts, LDS safety analyst, and others as assigned in the Land Development Services Director's Office, Operations Division. Resolves safety-related matters in a timely manner. Position requires incumbent to operate a motor vehicle to drive to/from construction sites, offsite meetings, training and/or conferences. Complies with county, agency, and job specific training, including limited Emergency Management and Safety related courses.

Note: The assigned functional areas of the position are: project management, policy management, communications, business process evaluations, process improvement, process implementation, data/metrics, and emergency management.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus five years of professional work experience within more than one of the assigned functional areas.

CERTIFICATES AND LICENSES REQUIRED:
Driver's license.

PREFERRED QUALIFICATIONS:
  • Six or more years of demonstrated professional experience within the functional areas.
  • Ability to supervise, mentor and train staff.
  • Excellent communication skills, written and verbal.
  • Business analytics experience.
  • Master’s degree in one of the assigned functional or related areas.
  • Experience developing key performance indicators.
  • Process improvements implementation.
  • Significant experience using scheduling/management software.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, and a driving records as a condition of hire or continued employment.

PHYSICAL REQUIREMENTS:
Ability to operate keyboard driven equipment. Sufficient mobility to move to different locations in event of emergency. Ability to lift up to 25 lbs. Position is generally sedentary. All duties performed with or without reasonable accommodations.
